To ensure that the two-level local government apparatus officially comes into operation from July 1, from June 15, the whole province will conduct a trial operation of the two-level local government.
However, a problem that arises after the merger of commune levels is that people and businesses will face difficulties in carrying out administrative procedures due to having to travel long distances to the nearest public administrative center; especially in mountainous, remote and isolated areas.
Promoting the settlement of “non-territorial” administrative procedures is considered a measure to remove “bottlenecks”, helping to save significant time and costs for people and businesses. Accordingly, implementing non-territorial administrative procedures (or implementing without depending on administrative boundaries) the reception and return of results of administrative procedure settlement under the management scope of departments, branches, sectors, and localities at the Provincial Public Administration Service Center, grassroots Public Administration Service Centers in the province. Organizations and individuals can carry out these procedures at any location in Quang Ninh province without being bound by their place of residence or administrative boundaries.
On May 29, the People's Committee of Quang Ninh province issued a decision to implement the Plan for receiving and returning results of non-territorial administrative procedure records in Quang Ninh province in 2025. In particular, it clearly stated that the settlement of non-territorial administrative procedures is carried out according to a unified standard process that is publicly posted on the administrative procedure settlement information system of the province and at the Provincial Public Administration Service Center, the grassroots Public Administration Service Center, ensuring that people and businesses can easily access and implement. The province deploys the connection and sharing of data from specialized databases of central ministries and branches with the provincial administrative procedure settlement information system, especially the national database on population, social insurance, and land to serve the settlement of administrative procedures at the Provincial Public Administration Service Center and the grassroots level. Along with that, digitizing and establishing automatic tools to monitor and evaluate the results of receiving and handling administrative procedures as a basis for evaluating the results of completing tasks of agencies, units, cadres and civil servants publicly, transparently and effectively.
In preparation for receiving and returning results of administrative procedure records without boundaries in the province, in recent times, the province has comprehensively upgraded the public service system for handling administrative procedures, deployed the construction of a shared provincial data warehouse to ensure the ability to collect, synthesize, standardize, clean and analyze data from many sources inside and outside the province. The province also accelerated the implementation of Project 06 of the Government , gradually building a one-level administrative procedure settlement information system - a pioneering breakthrough model nationwide. At the same time, the selection of service providers and system operation in the direction of "Online public services throughout the process - without administrative boundaries" to streamline procedures, shorten processing time, improve service quality for people and businesses, and move towards building a digital government.
The province also developed a list of administrative procedures to be implemented without boundaries, in which 60% of administrative procedures under the authority of the provincial and grassroots levels are implemented without administrative boundaries. At the same time, it approved the restructured internal procedures for administrative procedures in the list of administrative boundaries without boundaries; trained and guided cadres, civil servants and public employees to participate in the process of resolving administrative procedures without boundaries. The province also assigned specific tasks and targets to each agency, unit and locality and assigned responsibilities to the heads of agencies, units and localities to promote the provision of online public services to organizations and individuals in the implementation of administrative procedures in a direction that is not dependent on administrative boundaries.
In June 2025, Quang Ninh will implement the settlement of non-territorial administrative procedures on the basis of piloting the Quang Ninh Provincial Administrative Procedures Information System.
During the implementation process, Quang Ninh ensures that organizations and individuals when performing administrative procedures do not have to re-provide information, papers, and documents already in the National Database, Specialized Database or on the basis of connection and data sharing between information systems when successfully performing previous administrative procedures, but the competent state agency handling administrative procedures is managing information, papers, and documents that have been connected and shared by the state agency.
Quang Ninh is determined to form a smart administrative platform without boundaries to best serve the needs of organizations and individuals in the province, contributing to creating satisfaction of people and businesses with the services of state agencies.
