Lao Cai Provincial People's Committee discusses solutions to remove difficulties and obstacles in a number of power transmission grid projects in the province.

CTTĐT - On the afternoon of November 27, Lao Cai Provincial People's Committee and the National Power Transmission Corporation held a meeting to discuss solutions to remove difficulties and obstacles in the investment and construction of a number of power transmission grid projects in the province.

Attending the meeting on behalf of Lao Cai province were comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee; comrade Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee; leaders of the departments: Industry and Trade, Planning and Investment, Natural Resources and Environment, Agriculture and Environmental Development, Transport, Construction; leaders of the People's Committee of Lao Cai city, Bao Thang, Bat Xat, Van Ban districts.

On the side of the National Power Transmission Corporation (EVNNPT), there were comrade Pham Le Phu, General Director of the Corporation; comrade Hoang Van Tuyen, Director of the Northern Power Projects Management Board (NPMB) and representatives of professional departments and offices.

Reporting at the meeting, Mr. Hoang Van Tuyen, Director of the Northern Power Project Management Board, said that in recent years, the Electricity sector, including EVNNPT, has ensured power supply for loads in Lao Cai province, contributing to the socio -economic development of the locality. To ensure power supply for Lao Cai in the coming years and relieve hydropower capacity in the province, EVNNPT is investing in many projects in the area.

He also provided specific information about the scale, location, site clearance, construction, and investment procedures of the three projects. The power transmission grid in Lao Cai province includes: Bat Xat 220kV Transformer Station Project; Bat Xat - Bao Thang 220kV Transmission Line/Lao Cai 500kV Substation Project; Than Uyen 220kV Transmission Line - Lao Cai 500kV Substation Project.

Bat Xat 220kV Transformer Station Project has a capacity of 500MVA, newly built, operating year 2023 - 2025, invested by the state. The site of the transformer station and part of the road to the transformer station has been handed over, 8.64/10.3 ha .

The 220kV Bat Xat - Bao Thang Transmission Line Project/500kV Lao Cai Substation is planned to have 02 circuits, approximately 42km long (the agreed length of the route is 46.7km), newly built, operating period 2023 - 2025, invested by the state, connecting to the 220kV Bat Xat transformer station; built in Bao Thang, Bat Xat districts, Lao Cai city. The site has been handed over for 31/110 locations; foundation casting has been completed for 28/31/110 locations; pole erection has been completed for 10/31/110 locations.

The 220 kV Than Uyen - 500 kV Lao Cai Transmission Line Project is planned to be about 65 km long (the agreed length of the route is 67.8 km); newly built, operating in the period 2023 - 2025, invested by the state, connecting to the 220 kV Than Uyen Substation; built in Van Ban district, Bao Thang district, Lao Cai province and Than Uyen district, Lai Chau province. The project has not yet started construction and is in the investment preparation stage.

During the implementation process, the 3 transmission grid projects above still encountered some difficulties and obstacles in opening new routes to the transformer station; lack of locations for dumping soil and waste rock; compensation and site clearance; land use planning work... At the same time, it is recommended that the People's Committee of Lao Cai province direct and coordinate to support the unit in approving the road plan to the station and agreeing on the dumping point; speed up the compensation and site clearance work to soon hand over to the construction contractor; consider and agree on the policy for EVNNPT/NPMB to continue implementing the project in parallel with the work of preparing and submitting for approval the adjustment of land use planning, adjusting the planning of Bat Xat town, changing the purpose of forest use (if any); relevant provincial departments, branches and sectors create conditions and support the process of updating, supplementing and adjusting the land use planning appropriately; the Department of Planning and Investment appraises and soon submits to the Provincial People's Committee for approval of the investment policy and at the same time approves the project investor...

Speaking at the meeting, Mr. Pham Le Phu, General Director of the National Power Transmission Corporation, emphasized that the three power transmission projects are very important to ensure power supply for Lao Cai province and the North. In particular, the Bat Xat 220kV Transformer Station Project is facing the most difficulties and obstacles at present, which need to be resolved by Lao Cai province as soon as possible. He thanked the leaders of the Provincial People's Committee, departments, branches, and localities of Lao Cai for actively coordinating with the unit to implement the projects in the past time and hoped that in the coming time, the leaders of the Lao Cai Provincial People's Committee, departments, branches, and localities will closely coordinate and create favorable conditions to support EVNNPT to complete the projects on schedule, energize the works soon, making an important contribution to promoting the socio-economic development of Lao Cai province.

At the meeting, comrade Trinh Xuan Truong, Chairman of the Provincial People's Committee emphasized The development of energy infrastructure is very important and currently Lao Cai is preparing to implement many industrial projects, so the demand for electricity is very large. In the process of contacting and working with foreign-invested enterprises, it is required that the power source must be stable, with power lines and transformer stations providing 220kV voltage. The above power transmission projects will contribute to the supply of electricity and effectively serve the socio-economic development of the locality. Therefore, the Chairman of the Provincial People's Committee requested relevant departments, branches and localities to join hands with investors; must identify these as urgent projects that need to be prioritized; at the same time, it is the responsibility of their agencies and units to actively participate.

For each grid power transmission project, the Chairman of the Provincial People's Committee assigns specific tasks to relevant provincial departments, branches, and localities based on their functions and tasks to implement; at the same time, coordinate with EVNNPT/NPMB to review and continue to remove difficulties and obstacles, promptly propose and report progress and implementation results to the Provincial People's Committee. The Chairman requested that any content under the authority of departments, branches, and districts should be proactively implemented; any content under the authority of the province should be implemented by the province. At the same time, EVNNPT/NPMB is requested to make maximum and flexible use of relevant regulations to handle and resolve difficulties and obstacles; and be determined to implement and ensure project progress./.
