President Zelensky said he was "updating the situation in Sumy every hour" and deploying rescue work at the scene.
According to the Ukrainian military, Russia launched 81 drones overnight, causing damage to businesses and homes across the country.
The air force shot down 37 of the planes, preventing another 39 from reaching their targets. However, the military did not say what happened to the remaining five planes.
In a video posted on the Telegram platform, Sumy Region Governor Volodymyr Artyukh stood in front of a crane and rubble, saying rescuers were pulling people out of parts of the collapsed building. The attack destroyed five apartments and damaged more than 20 cars.
The city of Sumy borders Russia's Kursk region, where Ukraine launched an offensive in August 2024 and is regularly targeted by Moscow's drones.
In another overnight attack in the southern Odesa region, a grain warehouse, a hospital and two private homes were also damaged but there were no casualties.
