Implementing regulations on the authority of two-level local authorities in the field of education

On June 20, at the Provincial Continuing Education Center, the Khanh Hoa Department of Education and Training (GD-DT) held a conference to implement Decree No. 142 dated June 12, 2025 of the Government stipulating the division of authority of two-level local governments in the field of state management of the Ministry of Education and Training. The conference was attended by the Preparatory Committee of 40 new communes and wards according to Decision No. 1751 dated June 3, 2025 of the Provincial Party Committee (expected personnel for the position of Vice Chairman of the People's Committee of communes and wards in charge of cultural and social affairs; expected personnel for the Head of the Department of Culture and Social Affairs); leaders of the Department of Education and Training and its departments; heads of the Department of Education and Training of districts, towns and cities; civil servants in charge of organizational work and professional work at all levels of education.

At the conference, delegates were informed of the key contents of Decree No. 142 such as: Principles for delimiting state management authority in the field of education; payment of fees and charges according to regulations when performing administrative procedures; organization of implementation (maintaining educational public service units and transferring to the People's Committees at the commune level to perform the state management function of education for kindergartens, primary schools, and secondary schools according to Conclusion No. 137 dated March 28, 2025 of the Politburo , Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a two-level local government organization model). Along with that are regulations on: State management responsibilities for education of the Provincial People's Committee, Chairman of the Provincial People's Committee, Chairman of the Commune People's Committee, Commune People's Committee, Department of Education and Training; delimitation of authority in the field of education and training of different sectors and levels of education.

It is known that the Department of Education and Training has established working groups to regularly and continuously receive information, provide advice, resolve issues arising in practical implementation, provide guidance on implementation and report to superior agencies on issues beyond their management authority.
