Application of information technology in Party work

The application of information technology (IT) in the performance of functions and tasks of the Party Committees of communes, wards and towns has significantly contributed to the leadership results of the Party Committees at the commune level in socio-economic development, ensuring national defense and security, political and ideological work, building Party committees and Party cells, and organizational and personnel work, inspection, supervision and discipline work of the Party.

In the past, the investment, management, preservation, maintenance and use of IT equipment in the Party Committee's activities were in accordance with the working functions in the Party Committee's working regulations, meeting the requirements of publicity and associated with the responsibility of the individual managers. All individuals preserved, maintained and effectively used the assigned IT equipment. When cadres transferred jobs or retired, they all handed over the equipment in writing to ensure the confidentiality of Party documents.

The application and effective promotion of IT equipment in professional work; the effective use of software serving the leadership and direction of the Party Committee at the commune level. Units are connected to the Internet to access official mail and the software for sending and receiving documents on the Internet of the Provincial Party Committee. Therefore, documents exchanged from the Party Committee of the commune to the district agencies are carried out quickly and promptly. Thereby helping cadres improve work efficiency, quickly resolve and meet the common requirements and tasks of organizations and individuals. Sending and receiving documents on the Internet ensures that 100% of outgoing and incoming documents are updated in the document processing software (the software for sending and receiving documents on the Internet of the Provincial Party Committee); gradually increasing the rate of sending and receiving documents between the Party Committee and agencies and units across the province. Applying digital signatures to sending and receiving electronic documents on the document management and administration software system to all specialized agencies in the district helps documents to be issued quickly and promptly, ensuring information security and safety, saving costs (travel, paperwork, printing, etc.). Thereby, helping to update documents quickly, saving time, thereby leading and directing promptly the work of the Party Committee assigned by superiors and closely and synchronously coordinating with localities and related units.

In general, the Party Committees of communes, wards and towns manage, preserve, maintain and make good use of IT equipment in the Party Committee's activities; enhance the application and promote the effectiveness of IT equipment in professional work; bring about many effective uses of software such as the Lotus Notes operational management information system on the Party's wide area information network, sending and receiving documents on the Internet of the Provincial Party Committee to serve the leadership and direction of the Party Committee.

In order to make the IT application of the Party Committees of 124 communes, wards and towns operate better in the coming time, Party Committees at all levels need to focus on implementing a number of key tasks and solutions. Accordingly, the Party Committees at the commune level continue to strengthen the issuance of documents online according to regulations, especially paying attention to using software to send and receive documents on the internet. Upgrade the internet connection of the Party Committees at the commune level to a minimum speed of 30 MB; increase the digitization rate of incoming documents, continue to maintain the digitization rate of 100% of outgoing documents. Regularly check and self-check the application and development of IT, especially at the commune level. Strengthen propaganda about the local situation through participating in writing news and articles posted on the Provincial Party Committee's Electronic Information Portal and Binh Thuan Newspaper.
