Priority given to public works on inner-city public land

(PLVN) - The Hanoi People's Council has just passed a Resolution promulgating a list of relocation of industrial production facilities, healthcare, higher education, vocational education and headquarters of agencies and units in the central urban area that are not in accordance with the adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065.

In the context of Hanoi being very crowded, with traffic congestion, air pollution and noise, it is necessary to increase green areas; moreover, the story of relocating these facilities has been raised for a long time but has not been thoroughly implemented; people are very concerned about what these public lands will be used for.

The Resolution stipulates a list of 42 industrial production facilities and 15 headquarters of agencies and units that are not in accordance with the planning. For industrial production facilities located in residential areas and urban development areas in the central urban area of ​​the city that do not ensure environmental hygiene (cause pollution), are not in accordance with the planning; a plan must be implemented to relocate the entire facility. The relocation must combine equipment and technology innovation; save energy; ensure environmental protection standards, and avoid moving polluting facilities from one place to another.  

For hospitals and medical facilities, facilities with high levels of pollution, infection, and transmission will be relocated (especially those located in residential areas); and those that do not meet the land area/hospital bed standards according to regulations, professional standards, and planning.

For higher education and vocational training facilities, headquarters, relocate units with existing training numbers exceeding assigned training numbers, causing imbalance in technical infrastructure and traffic; not ensuring targets on land area/student.

The Resolution clearly states that after the relocation, the City People's Committee will develop a specific land use plan and scheme according to the provisions of the Capital Law, in accordance with the planning. In the historical inner city area, priority will be given to building public spaces and works, increasing the proportion of green land for public use, and preserving and promoting cultural values ​​and developing tourism. In particular, the Resolution emphasizes "no housing construction".

In other areas in the central urban area, priority is given to the construction of service and public works and essential infrastructure serving the population, ensuring that they meet standards on social infrastructure and technical infrastructure according to urban classification, construction regulations, current standards and planning.

Hanoi people in particular and public opinion across the country in general welcome the above orientation. Just as Ho Chi Minh City recently cancelled a housing project near Nha Rong Wharf to convert it into a park, using 4.3 hectares of public land on Ly Thai To Street for public works... Hanoi's decision not to develop housing on public land in the inner city is very correct. Along with the move that Hanoi has just simultaneously issued a Resolution defining low-emission zones to limit gasoline vehicles during certain time frames; we expect that Hanoi's air environment will gradually improve, there will be no more fine dust pollution, no more areas that are overloaded due to the construction of too many new apartments, to return to a Hanoi that was once famous for being green, clean, and beautiful.
