On the afternoon of October 14, at the headquarters of the National Assembly agencies (22 Hung Vuong, Hanoi), the Committee for People's Aspirations and Supervision held a conference to deploy a plan to coordinate citizen reception for the 10th session of the 15th National Assembly, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh delivered the opening speech at the Conference.

Speaking at the opening of the Conference, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh stated that the Conference was organized to discuss and agree on a plan to coordinate citizen reception to serve the 10th session and the election, with a proactive and positive spirit, minimizing complaints, complications, frustrations, and mass denunciations.

The draft plan clearly states that it is necessary to strengthen coordination between the People's Aspirations and Supervision Committee with the agencies of the National Assembly , relevant ministries and branches, People's Committees, National Assembly delegations and People's Councils of provinces and centrally run cities, and local election committees in the work of receiving citizens, receiving petitions, and resolving complaints and denunciations; to strengthen and further promote the work of forecasting the situation and exchanging information to proactively prevent, handle and resolve complicated situations regarding security and order, if any.

At the same time, "ensuring the right to complain and denounce of citizens in accordance with the law and that all citizens are received and guided in accordance with the law, enthusiastically and responsibly; promptly receiving and handling complaints, denunciations, recommendations and reflections, transferring them to competent authorities for settlement in accordance with the law; monitoring and urging settlement".

To ensure good service for the 10th Session, Deputy Head of the Central Citizen Reception Committee, Government Inspectorate Nguyen Duy Binh requested agencies and localities to strictly and effectively implement Plan No. 1233/KH-TTCP dated June 13, 2024 of the Government Inspectorate on coordinating citizen reception to serve Party Congresses at all levels, the 14th National Congress of the Party, election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term; strengthen coordination of online citizen reception between the grassroots and the Central Citizen Reception Headquarters to minimize the concentration of citizens in Hanoi City, reduce costs and efforts of the people...

At the conference, representatives of the Ministry of Public Security informed about the security and order situation and the plan to ensure security and order during the session and election. Delegates proposed many effective solutions for receiving citizens.

Vice Chairman of the People's Aspirations and Supervision Committee Hoang Anh Cong suggested that local leaders must be extremely responsible, regularly monitor and grasp the situation in the locality and grassroots, especially in the context of recently implementing administrative boundary mergers and implementing a two-level local government model.

At the same time, predict the situation early to encourage and persuade citizens, ensure timely settlement of complaints and denunciations, in accordance with the law. Establish local working groups, ensure the correct composition and authority to receive citizens...

Vice Chairman of the People's Aspirations and Supervision Committee Hoang Anh Cong also proposed adding representatives from the court and the prosecutor's office to participate in receiving citizens.

Concluding the Conference, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh suggested that, after the Conference, agencies need to continue to coordinate regularly, research, propose, and strengthen solutions to completely resolve outstanding and long-standing cases.
