On April 10, 2025, the Standing Committee of the Bac Giang Provincial Party Committee issued Plan No. 178-KH/TU to implement Plan No. 219-KH/UBKTTW dated March 14, 2025 of the Central Inspection Commission to implement the direction of General Secretary To Lam on inspection, supervision and discipline enforcement of the Party.
Accordingly, the Provincial Party Committee Standing Committee assigned the Provincial Party Committee's Inspection Committee to advise on synthesizing, reviewing and assessing common violations through inspection and supervision work in conjunction with reviewing and assessing inspections, supervisions and audits in the province according to Regulation No. 823-QD/TU dated August 1, 2024 of the Provincial Party Committee Standing Committee. On that basis, it is recommended to implement preventive measures and overcome loopholes and shortcomings in leadership and management in all fields, including issues of socio -economic management, contributing to warning and preventing violations.
Realizing that inspection and supervision work is one of the key tasks in Party building, in recent years, under the leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Inspection Committee and inspection committees at all levels have actively innovated and improved the quality and effectiveness of inspection and supervision work.
In addition to performing well its advisory function, inspection committees at all levels comprehensively perform their tasks according to the Party Charter; focusing on the key task of inspecting party organizations and party members when there are signs of violations.
Directing the timely and synchronous inspection and handling of violations by party organizations and party members to ensure the correct direction, motto and principles in implementing discipline; promptly handling complaints, denunciations and recommendations; correcting incorrect and incomplete declarations of assets and income according to regulations.
Through inspection and supervision work, Party committees and inspection committees at all levels discovered many violations in the leadership, direction and organization of task implementation of inspected Party organizations and Party members.
Analysis shows that the main types of violations are: Implementing the principle of democratic centralism and working regulations, cadre work; lack of responsibility, lax leadership, direction, lack of inspection and supervision, allowing violations in the management and use of land, resources, minerals, finance, and assets; degradation in political ideology, ethics, lifestyle, violations of regulations on what party members are not allowed to do, responsibility to set an example, etc.
At the workshop, delegates focused on discussing many important contents. Among them, they pointed out some typical violations in personnel work; lax leadership, failure to direct and give opinions on the use of total payroll; incorrect personnel planning, failure to ensure title standards. Violations in implementing principles of Party organization and activities, in building and organizing the implementation of working regulations.
The discussion of the Inspection Committee of Luc Nam District Party Committee pointed out typical violations in land management, forest land, and mineral exploitation; lessons learned through inspection, supervision, and Party discipline work; limitations and inadequacies in mechanisms and policies, loopholes, and shortcomings in management work.
On that basis, propose solutions to overcome the problem such as: Strengthening dissemination and propaganda work; proactively advising on strengthening inspection and supervision, especially inspection when there are signs of violations in the leadership, direction and management of Party committees and authorities, especially the leaders in the above fields. Focus on performing regular supervision tasks and specialized supervision related to this content.
Other discussion opinions mentioned typical violations pointed out in the inspection and supervision work on self-cultivation, training, maintaining moral qualities, lifestyle, and the exemplary responsibility of cadres and party members; the implementation of public investment projects, the work of preventing and combating corruption, waste, negativity, and declaring assets and income. Speaking at the workshop, comrade Pham Viet Dung acknowledged and accepted the comments. He emphasized that the comments contributed to assessing the current situation; exchanging, discussing, and clarifying typical violations, lessons learned through the Party's inspection, supervision and discipline work; limitations and inadequacies in mechanisms and policies; loopholes and shortcomings in leadership and management work that have been pointed out through inspection and supervision work.
Through the workshop, continue to strengthen warnings, direction, guidance, inspection, and supervision of Party organizations and lower-level inspection committees in strictly implementing Party directives, resolutions, conclusions, regulations, and decisions. Direct and guide the Party's inspection, supervision, and disciplinary work, focusing on improving the quality and effectiveness of regular supervision.
Proactively and promptly inspect party organizations and party members with outstanding issues or signs of violations. Link the quality and effectiveness of regular supervision with the responsibility of cadres, civil servants, leaders of agencies, units and heads in implementation.
The workshop is also one of the bases for advising on summarizing the inspection, supervision and discipline work of the Party for the 2020-2025 term of the Provincial Party Committee, associated with identifying limitations and inadequacies in mechanisms and policies, loopholes and shortcomings in management work that have been pointed out from inspection and supervision work over the periods to draw lessons and propose solutions to overcome and prevent.
At the same time, it contributes more scientific basis for the Provincial Party Committee's Inspection Commission to fully receive the report to the Central Inspection Commission; promote the implementation of comprehensive digital transformation in the activities of the Party Inspection sector, resolutely and synchronously deploy tasks and solutions towards meeting the requirements of "data-based supervision and data-based inspection" in the Provincial Party Committee in the spirit of Plan No. 219-KH/UBKTTW dated March 14, 2025 of the Central Inspection Commission.
