The 13th meeting of the Vietnam - Algeria Intergovernmental Committee took place in Algiers (Algeria) from November 16-18, ahead of Prime Minister Pham Minh Chinh 's official visit to Algeria.

Algerian Industry Ministry Secretary General Kheireddine Ben Aissa assessed this as an “important milestone”, opening up opportunities to sign many practical agreements, laying the foundation towards building a new strategic partnership framework between the two countries.
On the Vietnamese side, Deputy Minister of Construction Nguyen Tuong Van affirmed that this meeting has a "double" meaning: it both contributes significantly to the success of the Prime Minister's visit to Algeria and creates a foundation to strongly promote economic , scientific and technical cooperation in the coming time.
Outstanding commercial cooperation results
At the meeting, the two sides informed each other about the socio-economic development situation of each country. The Algerian side shared about the extensive economic reform program, including the new Investment Law to create a more transparent business environment, and affirmed Algeria's role as an important gateway to the African market within the framework of the AfCFTA Agreement.
Head of the delegation Nguyen Tuong Van introduced Vietnam's three strategic breakthroughs in institutional improvement, infrastructure development and human resource quality improvement, along with digital transformation and green transformation goals and Net Zero commitment by 2050.

The two sides agreed that the Intergovernmental Commission is not only a periodic consultation mechanism but also a practical tool to realize strategic visions.
Regarding bilateral trade cooperation, in the first 9 months of 2025 alone, import-export turnover exceeded 450 million USD, an increase of more than 200% over the same period, including a sudden increase in Vietnamese coffee exports to Algeria.
Algeria is currently Vietnam’s fourth largest export market in Africa. The investment sector continues to be a bright spot, notably the oil and gas joint venture project at Bir Seba field, which is operating effectively with an output of 17,000 barrels/day. Many Vietnamese enterprises are also expanding their search for new investment opportunities in Algeria in the fields of pharmaceuticals, construction and human resource supply.

Strengthening cooperation in agriculture, handicrafts and environment
From the results achieved, the two sides agreed to promote cooperation in a series of areas:
Handicrafts : Initiate discussions to identify mutually beneficial cooperation programs; enhance the exchange of design and innovation experiences; train artisans; and promote trade in handicraft products, linked to the development of craft village tourism.
Agriculture and Fisheries : Implement signed cooperation agreements and strengthen expert connections; build a technical cooperation program between the Algerian National Agricultural Research Institute (INRAA) and the Vietnam Academy of Agricultural Sciences (VAAS).
South-South Trilateral Cooperation : Continue consultations on financial mechanisms for projects in agriculture and aquaculture.
Environment : Strengthening cooperation in the field of environment and sustainable development, including preparing to sign the Environment Agreement; initiating negotiations on industrial waste treatment.
The 13th session is expected to create even stronger momentum for bilateral cooperation, contributing to deepening the traditional friendship and opening a period of dynamic and effective development between Vietnam and Algeria.
The meeting was attended by Vietnamese Ambassador to Algeria Tran Quoc Khanh and Algerian Ambassador to Vietnam Azzeddine Bechka; representatives of the Ministries of Construction, Finance, Industry and Trade, Agriculture and Environment, Education and Training, Culture, Sports and Tourism, Science and Technology; and business representatives.
