Within the framework of his official visit to Algeria, on the afternoon of November 19, 2025 (local time), Prime Minister Pham Minh Chinh met with Algerian President Abdelmadjid Tebboune.
The meeting took place right after Vietnam and Algeria announced the upgrading of bilateral relations to Strategic Partnership, opening a new phase of deeper, more comprehensive and effective cooperation between the two countries.
Prime Minister Pham Minh Chinh respectfully thanked President Abdelmadjid Tebboune and the Algerian State for their warm and cordial reception of the high-ranking delegation of the Vietnamese Government, and conveyed the warm regards of General Secretary To Lam, President Luong Cuong and senior leaders of Vietnam to President Abdelmadjid Tebboune.
Prime Minister Pham Minh Chinh affirmed that as one of the first countries to recognize the Algerian Provisional Government in 1958, Vietnam always treasures the strong ties and sincere brotherly friendship between the two countries, which were forged from patriotism, the spirit of national independence and the aspiration to live in freedom and prosperity.
Sharing the results of the very successful talks between the two Prime Ministers, Prime Minister Pham Minh Chinh emphasized that although time changes and the world changes, there is one thing that will never change: the bond between Vietnam and Algeria, which have always been together, sharing joys and sorrows in the most difficult times, and now, the two countries need to unite even more to develop, to build two strong countries with prosperous and happy people.
President Abdelmadjid Tebboune was moved when hearing about the memories between the leaders of the two countries, warmly welcoming Prime Minister Pham Minh Chinh and the high-ranking delegation of the Vietnamese Government to visit Algeria, a visit of special significance in consolidating and enhancing the relationship between the two countries.
The President affirmed that his affection for Vietnam is always deep in his heart and in the hearts of the Algerian people; he assessed that the traditional friendship between Vietnam and Algeria is a priceless common asset that needs to be preserved, promoted, and raised to new heights in accordance with the wishes and interests of the people of the two countries.

With the newly established strategic partnership, the Prime Minister said that the two sides need to soon develop a specific action plan. The two sides need to prioritize continuing to exchange high-level delegations at all levels, ministries, sectors and localities.
Regarding economics, trade and investment, the Prime Minister hopes that President Abdelmadjid Tebboune will direct the Algerian National Assembly to soon ratify agreements and support the expansion of oil exploitation and processing projects.
Regarding food security, with its strengths, Vietnam is ready to contribute to ensuring food security for Algeria.
The two sides also need to promote cooperation in textiles and silk production for export to African and European markets.
In terms of agricultural production and seafood processing, the two sides can combine Algeria's resources with the intelligence of Algeria and Vietnam to promote cooperation to serve the Algerian people and export to African countries.
The two countries need to strengthen defense and security cooperation, including cooperation in cyber security and non-traditional security, and renew previous areas of cooperation such as sending medical and educational experts, promoting training cooperation, student and researcher exchanges, and promoting cultural and people-to-people exchanges and tourism.
The Prime Minister suggested that the two sides continue to maintain the tradition of cooperation, close coordination and mutual support at multilateral forums, including supporting the assurance of security, safety, and freedom of navigation and aviation in the East Sea, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
Welcoming the results of the talks between the two Prime Ministers, President Abdelmadjid Tebboune emphasized that Vietnam and Algeria have a close bond and closeness between the two peoples in the context of a changing world. With a solid foundation of relations, the two sides need to establish a strategic mechanism to monitor and promote the newly established strategic partnership.
Expressing complete agreement with the very practical proposals of Prime Minister Pham Minh Chinh, President Abdelmadjid Tebboune said that the two countries still have many areas to prioritize promoting cooperation, from space cooperation, pharmaceuticals to tea production, component production, and tourism.
The Algerian President affirmed that he will strongly support and direct Algerian authorities to closely coordinate with Vietnam to effectively implement commitments, agreements and cooperation programs, and soon concretize the Strategic Partnership framework with practical projects and activities that bring benefits to the people of the two countries.
Prime Minister Pham Minh Chinh thanked the President for his very strategic but also very specific direction, and the two countries will concretize it in the spirit of cooperation without limits or obstacles.
On this occasion, Prime Minister Pham Minh Chinh respectfully conveyed the invitation of General Secretary To Lam and President Luong Cuong to President Abdelmadjid Tebboune to visit Vietnam soon. The Algerian President happily accepted the invitation and looked forward to welcoming General Secretary To Lam and President Luong Cuong to Algeria soon.
Immediately after the meeting, Prime Minister Pham Minh Chinh authorized Foreign Minister Le Hoai Trung to inform the press about the results of the meeting with President Abdelmadjid Tebboune, emphasizing the determination of the two countries' leaders in effectively implementing the Vietnam-Algeria Strategic Partnership framework in the coming time./.
