Standing member of the Secretariat Tran Cam Tu signed and issued Regulation 365 of the Politburo on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels.
This Regulation replaces Regulation 89/2017 and Regulation 214/2020 of the Politburo .
There are six common standards for leaders and managers at all levels: political and ideological; moral qualities, lifestyle and sense of organization and discipline; qualifications and capacity; prestige and ability to gather and unite; work results; health, age and experience.
In addition to the six general criteria, positions must meet specific criteria.
Standards for members of the Party Central Committee
Typical of the Party in terms of political mettle, moral qualities, lifestyle, pioneering spirit, exemplary spirit, constructive spirit, fighting spirit, action spirit, discipline, humanity, capacity, and prestige in all aspects.
They are cadres with basic training, comprehensive knowledge, trained and tested through practice, have innovative thinking, strategic vision, enthusiasm, responsibility, actively participate in discussions, contribute, plan guidelines, policies and collective leadership of the Party Central Committee.
Having outstanding achievements, results, and specific "products" during the working process; having the ability to gather, unite, unify, and mobilize combined strength, organize and successfully implement the Party's guidelines, policies, and tasks, and the country's development strategy in the new period in the assigned fields and areas of work to manage and be in charge of.
Ability to forecast, handle, and respond promptly and effectively to sudden and unexpected situations; ability to work independently. Ability to lead and manage at a strategic level; ambition and desire to innovate for the country and the people. Resolutely fight against corruption, waste, negativity, bureaucracy, and group interests.
Experienced and completed well the tasks in key leadership positions at the direct subordinate level and equivalent. Special cases are decided by the Party Central Executive Committee.
Compared with Regulation 214, the new regulation has added and specified more specific standards for Central Committee members.
As a representative of the Party in terms of lifestyle, vanguardism, exemplary behavior, constructiveness, fighting spirit, action, discipline, humanity, capacity, and prestige in all aspects.
They are basically trained cadres, have comprehensive knowledge, are trained and tested through practice, have innovative thinking, strategic vision, enthusiasm, responsibility...
Notably, the new regulation adds the criteria of having outstanding achievements, results, and specific "products" during the working process.
Able to gather, unite, unify and mobilize combined strength, organize and successfully implement the Party's guidelines, policies and tasks, and the country's development strategy in the new period in the assigned fields and areas of work to manage and be in charge of.
Another standard added compared to the old regulation is to resolutely fight against corruption, waste, negativity, bureaucracy, and group interests.
With alternate members of the Party Central Committee
According to the new regulations, the cadres are young; basically meeting the standards of the Party Central Committee members. Decisive and effective in performing assigned duties and tasks.
Understand the domestic, regional and world situation; be able to participate, contribute opinions and propose practical issues for the Party Central Committee to discuss and decide; through practical work demonstrate leadership, governance and management capacity and qualities, successfully complete tasks in the positions held, have development prospects and be able to respond immediately when required to be assigned and arranged to take on leadership positions in localities, agencies and units with the Party Central Committee membership structure.
Special cases are decided by the Central Executive Committee of the Party.
Compared to Regulation 214, the new regulation adds criteria of being decisive and effective in performing assigned duties and tasks. Understanding the domestic, regional and international situation.
Able to participate, contribute opinions and propose practical issues for the Party Central Committee to discuss and decide.
Regulation 214 sets out the criteria for demonstrating through practical work the capacity and development prospects in terms of leadership and management qualities at the strategic level; being planned for the position of member of the Central Executive Committee and key leader of the provincial Party Committee, centrally-affiliated city Party Committee, central departments, ministries, branches and mass organizations in the next term and subsequent terms.
The new regulation is adjusted to: Through practical work, demonstrate leadership, administration, and management capacity and qualities, complete tasks well in the positions held, have development prospects, and have the ability to respond immediately when required to be assigned or arranged to take on leadership positions in localities, agencies, and units with a Central Party Committee membership structure.
For both official and alternate positions of Central Party Committee members, there are additional provisions for special cases decided by the Central Party Committee.
Standards for members of the Politburo and Secretariat
Fully ensure the standards of the Party Central Committee members, and at the same time, additional standards are needed:
Truly exemplary of the Party Central Committee in terms of political mettle, moral qualities, intelligence, fighting will, leadership, management, governance capacity, sense of organization and discipline; not influenced by interference, external pressure and group interests.
Decisive, resolute, and effective in performing assigned duties and tasks. Deep understanding of the national, regional, and world situation; politically sensitive, economically astute, with a deep understanding of society, national defense, security, and foreign affairs.
Have a high sense of responsibility, be able to build long-term development strategies for the country, contribute opinions in planning guidelines and policies, and discover and propose practical issues for the Party Central Committee, Politburo, and Secretariat to discuss and decide.
Have heart, vision and responsibility in building a team of cadres, ensuring inheritance, development and steady transition between generations of cadres.
Be an official member of the Party Central Committee for one full term or more; have experienced and successfully completed key leadership positions at the provincial level (secretary; chairman of the People's Council, chairman of the People's Committee) or head of departments, ministries, branches, the Fatherland Front, socio-political organizations at the central level and equivalent.
In case a member of the Politburo or Secretariat works in the military, he/she must have held a military region-level leadership position.
Special cases are decided by the Central Executive Committee of the Party.
Compared with Regulation 214, the new regulation adds a number of qualities such as adding truly typical and exemplary standards on "governance".
Supplement the qualities of decisiveness, determination, and efficiency in performing assigned duties and tasks. Have the heart, vision, and responsibility in building a team of cadres, ensuring the inheritance, development, and steady transition between generations of cadres.
Supplementing regulations on special cases decided by the Central Executive Committee of the Party.
