
Need for publicity and transparency in the development and enjoyment of social housing
Along with assessing the real estate development situation, at the Meeting, the Steering Committee reviewed housing and real estate policies; proposed tasks and solutions to promote the development of a healthy, sustainable and effective real estate market. Delegates proposed to continue to shorten the time, simplify investment procedures; publicize and be transparent about land plots, select units and enterprises to implement social housing; continue to support taxes, allocate credit packages to support and re-lend for the development of social housing projects. In particular, there should be strong and effective measures to rectify, enhance transparency, prevent negativity in the approval, purchase, sale and lease of social housing, and combat negativity in the implementation of social housing policies...
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the goal of the meeting is to remove difficulties in procedures and processes for implementing social housing development and the real estate market, ensuring publicity, transparency and sustainability; people can enjoy and access housing in the fastest, cheapest and most convenient way, without spending much time, unreasonable costs and without being scammed; promote the development of social housing and the real estate market, contribute to stabilizing the macro economy , controlling inflation, promoting growth, ensuring major balances; be a driving force for rapid and sustainable development.
The Prime Minister affirmed that developing social housing is a major policy and humane policy of the Party and State; ensuring people's right to have a place to live, "settling down and making a living", leaving no one behind; investing in social housing is investing in development.
Social housing must have full infrastructure of transportation, electricity, water, telecommunications, society, health, culture, education, entertainment; in any place, province, city, as long as people in the target group are eligible to buy or rent social housing and have the need, they will have equal access to social housing. The development of social housing requires the joint efforts and contributions of the State, businesses, people and the whole community.
Reviewing the results of social housing development in recent times, the Prime Minister said that the supply of communal housing is still lacking, not meeting actual needs; there is no stable, long-term incentive budget for both investors and people to access social housing; current social housing prices are not suitable for the majority of people with low and middle incomes; land funds for social housing development are generally of "unassured" quality, far from the center, lacking connections in technical infrastructure and social infrastructure; many social housing projects are slow to deploy; some selected investors do not have sufficient financial capacity and experience.
Therefore, the Prime Minister requests ministries, branches, localities, enterprises and investors, based on their functions, tasks and powers, to proactively and actively carry out the development of the real estate and housing market, especially social housing, in a healthy, fast and sustainable manner in accordance with the provisions of law; promptly remove difficulties and obstacles within their authority; if beyond their authority, they must synthesize and report to competent authorities for consideration and resolution.
Note that confirming beneficiaries of social housing policies is difficult, complicated, and prone to negativity. The Prime Minister and the agencies and units managing the beneficiaries confirm that they do not have housing and the income limit for beneficiaries of the policy, in the spirit of those who do well will be assigned, reducing pre-inspection and increasing post-inspection; for freelance workers, the local police will confirm. Along with that, review the social housing purchase declaration form in the direction of simplification, ease of doing, ease of remembering, ease of implementation; procedures for implementation and receiving documents both directly and online, encouraging online through digital transformation.
Directing relevant ministries, branches and agencies to urgently issue documents within their authority and propose competent authorities to promulgate relevant documents, the Prime Minister called on and encouraged enterprises with clean land funds to coordinate with agencies and localities to build social housing; develop housing projects with prices suitable for people's budgets; all subjects promote national spirit and compatriotism in developing housing and social housing so that no one is left behind.
The Prime Minister directed to mobilize maximum capital sources for housing development, especially social housing and housing for renters, hire-purchasers, and buyers, including central and local budgets and loans; study the experiences of other countries in the field of housing, social housing and the possibility of applying them appropriately to Vietnam's conditions.
Focus on implementing the "5 guarantees" for social housing development

The Prime Minister assigned the Ministry of Construction to study, review and complete legal documents to remove difficulties and obstacles arising in practice. In particular, study and amend specific planning indicators for social housing projects; develop a unified process and procedures for investment in social housing construction nationwide.
The Ministry of Construction shall preside over and coordinate with the Ministry of Finance, the Ministry of Agriculture and Environment, relevant agencies and localities to work with reputable Enterprises, Groups and Corporations in the field of Real Estate to propose the use of clean land funds invested by Enterprises, Groups and Corporations for social housing projects nationwide. Urgently coordinate to complete the dossier to establish a "Real Estate Transaction Center and Real Estate Use Rights" managed by the State to increase publicity and transparency.
Raising the request to shorten the conditions and procedures for lending the 145 trillion VND credit package by removing the condition that investors must be in the list of projects announced by the provincial People's Committee, the Prime Minister noted to organize specialized inspections and recommended that competent agencies strictly handle cases of violations or taking advantage of open policies for personal gain.
The Prime Minister directed the State Bank of Vietnam to urge the disbursement of the VND145 trillion credit program for loans for social housing and workers' housing with more favorable and accessible conditions and procedures. Promote the effective implementation of credit packages supporting social housing policies, preferential loan programs for young people under 35 years old to buy commercial housing for the first time, social housing with appropriate interest rates and terms. Implement flexible, proactive, appropriate and effective monetary policy to stabilize the macro economy, control inflation; have mechanisms and solutions to control and strictly manage credit sources for real estate in cases showing signs of speculation, price inflation and price hikes.
The Ministry of Public Security directs the Commune-level Police to, based on information from the population database, confirm income conditions for low-income people in urban areas without labor contracts; direct the investigation and handling of illegal brokerage cases, fraudulent appropriation of property, manipulation of social housing purchase records, especially negative acts and taking advantage of policies for personal gain.
The Ministry of Industry and Trade coordinates with the Ministry of Construction to review, research, and propose to competent authorities to abolish the provisions in the Law on Consumer Protection on procedures for businesses to register sales contracts through the Department of Industry and Trade, then send them to the Department of Construction for comments, in order to remove barriers and difficulties for businesses. Research assigning the Department of Construction to be the focal point for receiving, guiding, and managing model contracts or switching to a "post-audit" mechanism to simplify procedures and create favorable conditions for businesses.
Localities focus on directing the completion of social housing targets for 2025 assigned by the Prime Minister in the spirit of "only discussing, not backtracking". Localities are fully responsible to the Government and the Prime Minister for the results of implementing social housing development policies in the locality; continue to urge ongoing projects; urgently deploy investment in new projects, ensuring the completion of additional missing targets for 2025 in 2026; strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects for social housing development...
Paying attention to administrative procedure reform, the Prime Minister directed ministries, branches and localities to immediately cut down and reform cumbersome administrative procedures; shorten the time for project appraisal, approval, land allocation and construction permit issuance. Prioritize green channels for administrative procedures for social housing investment projects.
Localities urgently review and consolidate the Steering Committee for housing policy and the local real estate market, headed by the Provincial Party Secretary or the Chairman of the People's Committee. The Prime Minister requests that heads of Party committees and authorities at all levels, those who are "close to the people, close to the people, for the people" focus on implementing the "5 guarantees". In particular, ensuring timely correction, strengthening discipline and transparency in the process of reviewing, buying - selling, leasing, and hire-purchasing social housing; ensuring inspection, examination, prevention and control of negative practices, taking advantage of policies for personal gain, distorting the humane goals of the policy; ensuring fairness, correct subjects, correct spirit, correct goals of the policy, the selling price is calculated correctly and fully; ensuring coordination with competent authorities to strictly handle illegal brokerage and receiving money for "buying"; ensuring that enterprises with clean land funds are given the most favorable conditions to contribute and cooperate with the State in developing social housing.
Prime Minister Pham Minh Chinh requested social housing project investors to strictly follow the procedures for buying and selling social housing; ensure public and transparent announcement of project information; ensure that the project reaches the right target, without any violations or negative incidents. Project investors must apply digital technology solutions to facilitate people; reduce crowds; avoid overloading of documents without resolving them, causing public outrage; organize implementation and take measures to control the quality of social housing projects, ensuring the correct progress, selling price, and beneficiaries according to regulations; optimize investment activities to reduce construction costs while still ensuring standards and essential utilities and infrastructure.
Enterprises proactively coordinate and work with the Ministry of Construction and localities to research and propose investment in the construction of social housing projects using their clean land funds, ensuring transparency, publicity, avoiding speculation, as well as avoiding credit investment in real estate and housing speculation.
The Prime Minister requested that media agencies devote adequate time to promoting policies, including those on housing and social housing, in a consistent and widespread manner, creating high consensus in society. Business associations continue to contribute ideas to improve institutions and policies on the real estate market, housing and social housing, in the spirit of "not being perfectionist, not being hasty, but not missing out on development opportunities".
