The role of Party committees and authorities in building new rural areas in Dak Nong

Experience in building new rural areas in Dak Nong shows that wherever the Party Committee and government take strong action, high results are achieved.

Reality in NTM communes

Dak Ha is a particularly disadvantaged commune in Dak Glong district (Dak Nong). Over the past years, the commune has made efforts to build a new rural area and has so far completed 19/19 criteria.

The commune has mobilized a total of over 300 billion VND in resources; of which, people contributed over 5.2 billion VND through land donation, labor days and cash.

According to the Steering Committee of the Commune's New Rural Program, the highlight of poverty reduction work is that every year, the Commune People's Committee issues specific plans to effectively implement the National Target Program on Sustainable Poverty Reduction in the commune.

In particular, the criteria group on poor households and production always has the strong leadership and direction of the Party Committee, the management and operation of the People's Committee, the supervision of the People's Council, the Standing Committee of the Vietnam Fatherland Front Committee and organizations in the commune.

Cadres, party members and people have correctly perceived sustainable poverty reduction, actively contributing to the new rural construction program. The majority of people know how to apply science and technology to production.

The commune effectively implemented economic restructuring, promoted investment in infrastructure works to serve production development, cultural - social programs, education, health, population, loans to create jobs, support housing, support livelihoods, and change jobs for poor households.

These measures have had positive effects in poverty reduction, the poverty rate has always decreased beyond the set target, the number of households falling back into poverty is almost non-existent, and the number of poor households lacking basic social services has always improved compared to the previous year.

100% of poor and near-poor households in Dak Ha commune are supported and facilitated to develop production, receive vocational training, and create stable jobs to increase income; 100% of poor and near-poor households lacking basic social services are supported, and gradually improved and have access to services related to employment, healthcare,education , housing, domestic water and sanitation, and access to information.

By the end of 2024, the average income per capita in Dak Ha commune, Dak Glong district will be 50.89 million VND/person/year.

With the effective implementation of poverty reduction policies in the area, people's income is increasingly raised year after year.

In recent years, the average income per capita in the commune has always met the regulations. By the end of 2024, the average income per capita in the commune will be 50.89 million VND/person/year, reaching 113% of the set plan.

If in 2020, the poverty rate in Dak Ha commune was 40.81%, it will decrease to 28.34% in 2022 and to 10.14% in 2024.

Comrade Nguyen Thi Que, Secretary of the Dak Ha Commune Party Committee, said that NTM is a large program, covering all aspects and fields. Therefore, the locality determined that in order to achieve the targets, it must closely follow the guidance documents of the superiors every year.

The commune correctly identifies criteria, targets, and content to strive for. In which, the main basis is the necessity, the needs of the people, and the ability to mobilize resources.

The Commune's New Rural Area Steering Committee assigns specific tasks of direction, leadership, and monitoring to each comrade in the steering committee to implement the program, weekly and monthly.

Report on the progress of implementation, promptly remove any difficulties and obstacles if any. It is the determination, closeness, and appropriateness in leadership and direction, combined with the strength of the people that has helped Dak Ha achieve the NTM standard.

Similarly, in Tam Thang commune, Cu Jut district, the role of the Party committee and government is clearly demonstrated in achieving and improving the criteria, the level of achievement is always higher than before.

Specifically, in 2016, Tam Thang commune was recognized by the Chairman of Dak Nong Provincial People's Committee as a commune meeting NTM standards and was recognized again in 2019.

By April 2024, the commune was recognized by the Chairman of the Dak Nong Provincial People's Committee as a commune that met advanced NTM standards. The Party Committee and government of Tam Thang commune boldly chose digital transformation criteria to build a model new rural area.

According to Mr. Tran The Quang, Party Secretary, Chairman of Tam Thang Commune People's Committee, in reality, when choosing criteria for digital transformation, some opinions were hesitant because of the facilities and some stages did not have potential.

However, determining the ideology and digital transformation is inevitable and decisive from the perception, the Party Committee of the commune has agreed and determined to achieve this criterion.

The Commune Party Committee has issued a Resolution on building a model new rural area and organized many meetings to review criteria and evaluate causes in order to have a basis for implementation.

Accordingly, Tam Thang commune determined that the most important content is to raise awareness of the meaning and importance of building a model new rural commune in digital transformation.

Each cadre, civil servant, and local organization should vigorously improve work efficiency, in order to achieve the best results in the shortest time.

Implementing the criteria of a model new rural commune in digital transformation, Tam Thang commune has achieved many important results.

The rate of online settlement of the total number of administrative procedure settlement records of the commune is more than 60%; 100% of documents are digitally signed (except for confidential documents) and exchanged entirely in electronic form on the network environment; all key, typical products, and OCOP products of the locality are put on the e-commerce platform; 90% of villages and hamlets have loudspeaker systems operating regularly; more than 60% of production and business households use online payment services; security camera systems installed in residential areas and main roads of the commune and hamlet operate effectively.

With the assurance of model new rural criteria, the Chairman of Dak Nong Provincial People's Committee issued Decision No. 526/QD-UBND dated April 15, 2025 recognizing Tam Thang commune, Cu Jut district, as meeting the model new rural standards in 2024.

Resolution comes into life

On May 5, 2016, Dak Nong Provincial Party Committee issued Resolution No. 03-NQ/TU on new rural construction (NTM) for the period 2016-2020 (NQ03).

According to the Steering Committee for National Target Programs of Dak Nong province, over the past 5 years, Party committees, authorities, and organizations at all levels have been resolute, active, proactive, and creative in implementing Resolution 03. Thanks to that, the construction of new rural areas has achieved many positive results.

In the period 2016 - 2020, the whole province mobilized over 73,000 billion VND to invest in rural areas. Many targets set by Resolution 03 have been achieved and exceeded. Typically, Resolution 03 set a target of having 18 or more communes meeting NTM standards by 2020, but in reality there were 29 communes. Regarding the target of no more communes meeting less than 10 NTM criteria, in reality this criterion has been achieved and exceeded.

However, many communes have only achieved basic standards, which are susceptible to change, and some criteria are still unsustainable. There is still much work to be done regarding the criteria on income, poor households, and sustainable production development. Many communes have shown signs of slowing down after achieving NTM standards.

Continuing the results of Resolution 03, overcoming limitations, on December 16, 2021, Dak Nong Provincial Party Committee issued Resolution No. 12-NQ/TU on new rural construction (NTM) for the period 2021-2025.

This Resolution aims to mobilize the participation of the entire political system and people in implementing the National Target Program on New Rural Construction.

On October 18, 2022, the People's Committee of Dak Nong province signed Decision No. 1700 approving the Project on new rural construction in Dak Nong province for the period 2021 - 2025 and orientation to 2030.

Along with that, the province issued many documents to specify the program at the local level according to regulations, actively mobilized, allocated, and regulated capital sources to implement the program's goals and plans. This demonstrated the province's great determination in leading, directing, and implementing the new rural areas into life.

The New Rural Program for the 2021-2025 period includes many new contents and higher requirements. Specifically, compared to the previous set of criteria (2016-2020), the Dak Nong New Rural Commune Criteria for the 2021-2025 period still maintains the same number of criteria at 19. However, the criteria set has increased by 8 indicators, from 49 to 57. All criteria are set at a higher level than before.

Party committees, authorities and organizations at all levels set the goal of building new rural areas with high political determination. On that basis, agencies and units develop specific programs and plans, promote proactiveness, creativity and closeness, especially promoting the role of leaders of Party committees, authorities, organizations and associations at all levels.

The whole province continues to do a good job of propaganda, mobilization, dissemination and popularization of the viewpoints, goals and significance of the New Rural Development Program. From there, it creates consensus and determination in the political system and among the people. The construction of the New Rural Development continues to be implemented democratically, with the people participating and directly benefiting.

In the 2021 - 2025 period, Dak Nong has basically achieved the goal of promoting the construction of new rural areas in depth and sustainably, constantly improving the material and spiritual life of rural people.
