Mr. Tang affirmed that the promotion of teachers' professional titles is to arrange the right job positions to contribute to improving the quality of the teaching staff.

At the same time, encourage and motivate teachers to study, improve their professional qualifications and implement a salary policy commensurate with their qualifications and capacity to ensure the legitimate rights and interests of teachers.

Deputy Director of the Department of Education and Training of Can Tho City Nguyen Phuc Tang said that from 2018 to 2020, the Department has conducted two reviews to promote teachers' professional titles.

Specifically, in the 2018-2019 school year, 489 preschool and primary school teachers were promoted from grade 4 to grade 3; in the 2019-2020 school year, 320 secondary school teachers were promoted from grade 3 to grade 2.

“From the 2020-2021 school year until now, we have not organized any promotion of teachers' professional titles, one of the objective reasons being the complicated developments of the Covid-19 pandemic at that time.

In particular, another reason is that legal documents regulating standards, professional titles of teachers and regulations on recruitment, use and management of civil servants have changed a lot," said Mr. Tang.

The Deputy Director of the Department of Education and Training of Can Tho City explained that in February 2021, the Ministry of Education and Training issued 4 Circulars from 01 to 04 stipulating the code of professional title standards and the appointment and salary arrangement of civil servants in publicpreschool and general education institutions.

However, in November 2021, the Ministry issued Circular 34 stipulating the standards and conditions for examination or promotion; content, form and determination of successful candidates in the examination for promotion of professional titles of public preschool and general education teachers.

“The above 4 circulars of the Ministry of Education and Training have just come into effect, but more than a year later, the Ministry issued a document requesting educational and social institutions to comment on the draft amendments to these 4 circulars. In April 2023, the Ministry issued Circular 08 amending and supplementing a number of articles of the above 4 circulars. After Circular 08 came into effect, the City Department of Education and Training collected the needs for teachers to consider promotion and drafted a teacher promotion project to send to the Department of Home Affairs for comments, and submitted to the City People's Committee for approval," said Mr. Tang.

According to Mr. Tang, the principles of organizing exams and considering promotion of professional titles for teachers are implemented according to Decree 115/2020 of the Government regulating the recruitment, use and management of civil servants.

However, on December 7, 2023, the Government issued Decree 85 amending and supplementing a number of articles of Decree 115/2020.

"In early 2024, the Department of Home Affairs sent a dispatch requesting the Department of Education and Training to send a document requesting the Ministry of Education and Training's opinion on promulgating regulations on conditions and criteria for considering teacher promotion. In March 2024, the Ministry continued to send a document requesting opinions on changes to the draft Circular 34.

By October 30, 2024, the Ministry will issue Circular 13 to replace Circular 34, stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers.

After receiving this circular, the City Department of Education and Training will continue to review the needs of teachers for promotion and develop a draft teacher promotion project to send to the Department of Home Affairs for appraisal and receive feedback on teacher promotion in 2025," said Mr. Tang.

According to the Deputy Director of the Department of Education and Training of Can Tho City, due to drastic changes in documents related to regulations on standards and conditions for considering promotion of teachers' professional titles and recruitment, use and management of civil servants, from the 2020-2021 school year up to now, the Department has not been able to consider promoting teachers.

"In the coming time, the Department will immediately start considering promotions for teachers after Can Tho City completes the arrangement of administrative units at the provincial and communal levels, to ensure the rights of teachers," said Mr. Tang.
