Difficulty in building container ports despite full legal procedures
In 2017, Thanh Hoa Provincial People's Committee approved the detailed planning of Long Son container port system in Nghi Son Economic Zone (Nghi Son Town, Thanh Hoa), invested by Long Son Company Limited, including 6 container ports.
Continuously from October 17 to 29, people of Hai Ha commune gathered at the construction area of Long Son container port No. 3 to protest the construction.
Specifically, in phase 2016 - 2018, container ports No. 2 and 3 will be built; in phase 2018 - 2020, container port No. 4 will be built; in phase 2020 - 2022, container ports No. 5 and 6 will be built; and in phase 2023 - 2025, container port No. 1 will be built.
According to the plan, Long Son Container Port No. 3 was built in the 2016 - 2018 period, but until now the project has not been implemented even though all legal procedures have been completed.
According to Thanh Nien reporters, in 2017, when preparing to build a container port in Hai Ha commune, hundreds of people gathered to protest and prevent the construction of the port. People said that building a container port would have a long-term impact on the traditional fishing industry that has existed for many generations. At that time, the government and investors had to temporarily suspend the construction of the port until now.
Because the project was too slow compared to the original plan, the investor decided to start building container port number 3 from October. When the investor prepared vehicles, machinery, and transported materials to level the ground to build the port, from the morning of October 17, hundreds of people in Hai Ha commune gathered at the port construction area to protest, also because they were worried that the port would affect fishing both now and in the future.

From October 17 to 29, people gathered every day at the port construction area to protest. At its peak, on the morning of October 23, about 300 people from Hai Ha commune, after gathering at the port construction area to protest, also carried banners and moved along Highway 513 from Hai Ha commune to Hai Thuong and Hai Yen communes (Nghi Son town) with a total length of about 4 km. The move caused traffic congestion and showed signs of disturbing public order, so Nghi Son town police initiated a case for investigation.
On October 23, the Nghi Son City Police Investigation Agency decided to initiate a case to investigate the act of disturbing public order that occurred in the area planned for the construction of Long Son container port, in Ha Nam village (Hai Ha commune, Nghi Son city). After initiating the case, Nghi Son City Police summoned a number of related people to assist in the investigation.
The project has little impact on people's livelihoods.
Before constructing Long Son Container Port No. 3, Thanh Hoa Department of Agriculture and Rural Development coordinated with local authorities to assess the project's impact on people's livelihoods.
According to the Department of Agriculture and Rural Development of Thanh Hoa, the entire Hai Ha commune has 415 fishing boats owned by 410 households, with a total of more than 1,000 workers; and 33 households exploit seafood manually by trawling, trawling, clam raking, and coastal dredging with a total of 123 workers.
When building Long Son container port, it will only affect 33 households whose jobs are fishing, dredging, and raking clams along the shore; it will not affect 415 fishing boats of the people because the fishing grounds are far from the port construction area.
The local government has organized many dialogues and meetings with people in Hai Ha commune to promote the project.
The construction area of Long Son Container Port No. 3 is about 15 hectares, of which the coastal water surface area accounts for about 250,000 m2 , affecting a length of about 1 km from the coast to the sea.
The Long Son Container Port No. 3 project has a total investment of 752 billion VND. The project is implemented on a total water surface area of about 15 hectares, with a wharf length of 250 m. The investor expects to complete the project in October 2025 to put it into operation and exploitation.
Propaganda and analysis for people to understand
On October 29, speaking with Thanh Nien reporter, Mr. Mai Hung Quang, Vice Chairman of Hai Ha Commune People's Committee, said that as of October 29, many people were still gathering to protest and prevent the construction of Long Son container port.
Mr. Quang also said that in recent years, Long Son Company Limited has supported the locality in implementing many welfare projects in Hai Ha commune, such as building breakwaters, building roads, and providing anti-collision equipment for fishermen in Hai Ha commune...
Mr. Mai Sy Lan, Vice Chairman of Nghi Son Town People's Committee, affirmed: "The Long Son No. 3 container port project has completed the procedures according to the provisions of law. The project does not affect the land and property of the people, but when implemented, it was opposed by the people, so recently, Nghi Son Town People's Committee and Hai Ha commune are organizing 8 working groups assigned to each household to propagate and analyze for the people to understand clearly".
According to Mr. Lan, the government and relevant agencies will continue to propagate and mobilize people, determined to carry out the project and cannot stop construction, because the project is behind schedule compared to the original plan.
