On implementing decentralization and delegation of power associated with the 2-level local government model

The Government Steering Committee gave its latest opinion on decentralization and delegation of power associated with the implementation of the 2-level local government model according to Conclusion No. 160-KL/TW.

According to the Ministry of Home Affairs , on June 3, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model of the Government (hereinafter referred to as the Steering Committee) issued Official Dispatch No. 69/CV-BCĐ to Ministers, Heads of ministerial-level agencies and Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities on the implementation of decentralization and delegation of powers associated with the implementation of the 2-level local government model.

Pursuant to Conclusion No. 160-KL/TW dated May 31, 2025 of the Politburo and Secretariat, to ensure the progress and quality of the organization and administrative unit arrangement according to the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the Steering Committee have the following opinions:

The Steering Committee focuses on directing and regularly grasping the implementation of the arrangement of administrative units at all levels, implementing the 2-level local government model, implementing decentralization, delegation of power and assignment of authority; promptly resolving difficulties and problems of localities related to inter-ministerial, inter-sectoral issues and issues under the authority of the Government and the Prime Minister .

The Steering Committee requests ministries and ministerial-level agencies to establish a standing unit in accordance with Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo and the Secretariat; lead and direct the standing unit to publicize the hotline for localities, maximize the role and responsibility in receiving, guiding, and answering the contents, proposals, and recommendations reflected by agencies, units, and localities to ensure progress and requirements on the arrangement of administrative units at all levels, and to implement the reception of decentralization, delegation of authority, and determination of authority of local authorities.

Develop guidance documents according to authority on simplifying and minimizing administrative procedures and reducing intermediaries; provide specific guidance on the order and procedures in performing tasks and powers when decentralizing, delegating and assigning authority; at the same time, strengthen inspection, urging and guiding local authorities when organizing implementation.

Responsible for the consistency and uniformity in the system of specialized legal documents in the field under management, ensuring feasibility in the implementation process, especially guiding the content and regulations of 2025, transitioning when implementing decentralization, delegation of authority, and division of authority in decrees, sending for comments to central agencies and provinces and centrally run cities before June 5, 2025; receiving and completing drafts, publicly announcing and promulgating the Decree before June 15, 2025.

Submit to the Ministry of Science and Technology before June 5, 2025 draft legal documents on decentralization, delegation of authority, and division of authority by sectors and fields under its management as an information database for virtual assistants (AI) to serve the National Conference and resolve related issues.

Proactively develop content and documents related to decentralization, delegation of authority and assignment of authority for state management tasks and authority according to the assigned sectors and fields, and send them to the Steering Committee (via the Ministry of Home Affairs) no later than June 8, 2025 for synthesis and service of the National Conference on professional training on organization and operation of 2-level local governments; decentralization, delegation of authority and assignment of authority (hereinafter referred to as the National Conference); at the same time, promptly remove, guide and answer questions and difficulties in the implementation process, creating favorable conditions for localities to complete and deploy the arrangement of provincial and communal-level apparatus of local governments.

The Steering Committee assigned the Ministry of Science and Technology to synthesize draft legal documents on decentralization, delegation of authority, and division of authority of ministries and ministerial-level agencies provided by ministries and ministerial-level agencies, build data, and a virtual assistant system (AI) to serve the search and resolution of difficulties and problems regarding information and administrative procedures of people, officials, civil servants and localities when implementing the arrangement of administrative units at all levels, implementing the 2-level local government model, implementing decentralization, delegation of authority and division of authority; and provide instructions for trial use (demo) at the National Training Conference (scheduled for June 14-15, 2025).

The Steering Committee requests the Secretaries of Provincial and Municipal Party Committees; and requests the Chairmen of the People's Committees of provinces and centrally-run cities to strictly direct the implementation of the Resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the directions of the Central Steering Committee and the Government's Steering Committee on the arrangement of administrative units at all levels, the implementation of the 2-level local government model, the implementation of decentralization, delegation of power and the assignment of authority, ensuring progress and quality according to the set plans.

Periodically, weekly summarize and report on the situation and progress of implementing tasks related to the arrangement of administrative units at all levels, implementing the 2-level local government model, implementing decentralization, delegation of authority and assignment of authority; clearly identifying the results achieved, difficulties and problems arising and proposing recommendations to the Government and the Prime Minister; send documents to the Ministry of Home Affairs (Standing agency of the Steering Committee) before 8:00 a.m. every Thursday.

Timely report and propose via hotlines of ministries, branches, and virtual assistants to resolve difficulties and problems arising in each branch and field; for related issues, send documents to the Ministry of Home Affairs for synthesis and report to competent authorities for consideration and decision.

The Steering Committee assigns the Ministry of Home Affairs to weekly summarize the implementation of tasks of localities and ministries and ministerial-level agencies in performing assigned tasks related to the arrangement of administrative units at all levels, implementing the 2-level local government model, implementing decentralization, delegation of authority and assignment of authority to report to the Politburo and the Steering Committee.

Preside over and coordinate with the Ministry of Justice and the Government Office to synthesize and prepare documents for the National Conference and report to the Prime Minister before June 11, 2025.

Synthesize inter-sectoral problems and difficulties as requested by localities to report to competent authorities for consideration and decision.
