At the regular press conference held on the afternoon of April 5, 2023, Chief of Office of the Ministry of Science and Technology Do Thanh Long said that in the first 3 months of 2023, the Ministry has closely coordinated with the Hanoi People's Committee and related ministries and branches to develop and complete the Project to transfer Hoa Lac High-Tech Park to Hanoi. It is expected that in the second quarter of 2023, the Ministry will complete and submit to the Government a Decision approving the Project.

REASONS FOR TRANSFER TO HANOI

According to Deputy Minister of Science and Technology Bui The Duy, the general policy in the Party's Resolutions and science and technology development strategies over the years, according to international practice, Vietnam aims to build and develop high-tech zones, starting with Hoa Lac zone.

There are currently many high-tech park models in the world with different orientations, goals and approaches such as the Asian model (China, Japan); the European model (Germany, Netherlands)...

In Vietnam, according to the initial orientation, the Ho Chi Minh City High-Tech Park focuses on high-tech industry, has a fast occupancy rate, is a premise to attract many large foreign investment enterprises, contributing to changing the economic development of the city, attracting human resources... Phase 2 of the park is currently focusing on more in-depth, industry 4.0, especially microchips.

With Hoa Lac High-Tech Park, the initial orientation is to develop into a triangle including Hanoi National University and a cultural village, developing into a cultural, educational, scientific and technological urban area. Unlike industrial parks, high-tech parks are oriented to become a scientific and technological urban area, focusing on human resource training, technology incubation and innovation.

The development of Hoa Lac in recent years has encountered many difficulties, including a long time spent on site clearance. However, from a mountainous area with difficulty in agricultural development, it has transformed into an area with potential for science, technology and education development, a cultural, educational, scientific and technological urban area of ​​the capital...

Hoa Lac area is identified as a potential development area for Hanoi and the whole country, and must retain space for future development. "If it is filled very quickly with FDI projects, it may be possible to achieve budget revenue and job creation in a short time, but it will also quickly become saturated in terms of potential," Mr. Duy emphasized.

When Hanoi receives the high-tech zone and maintains the spirit of developing core technology, there will be more investment in more convenient transportation, urban development, becoming an urban area of ​​science, technology, culture, and education. The Hoa Lac high-tech zone coming to Hanoi may solve some of the difficulties in the past.

Explaining the orientation of the Hoa Lac high-tech park under the Ministry in recent times, the Deputy Minister said that the goal of the park is to develop core technology with the orientation of research centers and institutes, not focusing on filling up quickly by attracting investment enterprises.

Another reason for the slow development is that a high-tech park is not only associated with universities and research institutes but also must have urban areas, transportation, etc.

After a period of development, in a changing context with difficulties in urban areas, housing and inconvenient transportation..., certain adjustments are required.

The Deputy Minister hopes that when Hanoi receives the high-tech park and maintains the spirit of developing core technology, there will be more investment in more convenient public transportation as well as developing the surrounding urban area, becoming an urban area of ​​science, technology, culture and education. The Hoa Lac high-tech park coming to Hanoi may solve some of the difficulties in the past.

In addition, in the early stages, Vietnam focused on developing 1-2 high-tech zones, but up to now, many localities have developed projects to develop high-tech zones.

In the new phase, the Ministry has been assigned by the Government a new task of promoting the development of many high-tech zones across the country. To focus on this task, transferring the Hoa Lac high-tech zone to Hanoi will facilitate development.

Mr. Duy emphasized the wish that “Hoa Lac high-tech park in Hanoi still retains its core technology development origin, not being developed to fill in as a high-tech industrial park. Developing to fill in as a high-tech industrial park may be good in the short term, but in the long term, it will lose its potential advantages. High-tech parks are to develop technological potential, and to attract businesses, Vietnam has industrial parks.”

CHOOSE THE MOST SUITABLE TIMING FOR TRANSFER

Hoa Lac Hi-Tech Park was established under Decision No. 198/1998/QD-TTg. After 25 years of development, Mr. Tran Dac Trung, Deputy Head of Hoa Lac Hi-Tech Park Management Board, said that to date, the park has attracted 104 investment projects with a total investment capital of nearly VND99,000 billion.

Vietnam's leading technology, information technology and communications enterprises are all concentrated in the zone. This is Vietnam's internal potential for technology development.

Previously, Hanoi proposed transferring the management of Hoa Lac High-Tech Park. The Government assigned the Ministry of Science and Technology to develop a project to transfer the Hoa Lac High-Tech Park to Hanoi for management.

In the transfer project, the Ministry has analyzed and assessed the impact, forecasted, and raised existing problems that need to be solved when converting the management model. To solve existing problems and ensure the goals and principles of building the zone, the Ministry is also asking for comments and suggestions to complete the project.

The consistent goal in the process of forming and developing the zone is to form endogenous capacity, develop science and technology as the core, thereby creating spillover, leading the industry and directly impacting the socio-economy of the capital as well as the whole country. This is the first high-tech zone in the country, a place to pilot policies and a number of operating programs.

Regarding the transfer roadmap, Mr. Trung said that the Ministry has submitted the project to the Government after receiving 50% of comments from ministries and branches. Currently, the Ministry is waiting for the assessment of the Government Office and continues to receive comments from ministries and branches to supplement and complete, and report to the Prime Minister for decision.

What is the appropriate transfer roadmap? The project has analyzed and assessed the impacts, including those related to policy mechanisms, investment resources, and human resource organization. From there, it is proposed that the Government consider Hanoi's readiness to decide on the most appropriate transfer time.
