However, unlike the bustling scene of many projects in Ha Tinh, at the construction site of the Xo Viet Nghe Tinh road project extending to the East, constructed by the joint venture of contractors 484 Joint Stock Company and 492 Joint Stock Company, the number of locomotives, equipment and workers implementing the construction of the items is quite limited.



Although construction started in April, the limited land handover caused difficulties for the contractor.

At the Xo Viet Nghe Tinh road project extending to the East, the contractor is casting concrete structures and carrying out excavation and treatment of weak soil of the roadbed at the intersection with Mai Thuc Loan road (Thach Hung ward, Ha Tinh city).

Explaining the rather "slow" construction progress, engineer Nguyen Van Duc - Head of the project construction team (484 Joint Stock Company) said: Since December 2024, the joint venture contractor has started building camps, operating houses, preparing construction materials and assembling machinery and equipment to prepare for the construction of the Xo Viet Nghe Tinh road project extending to the East.

However, as of early May, the land area that the locality handed over to the investor was only 1.5/6,645km (22.6%), so the construction process encountered many difficulties.

The land in Thach Hung ward has been handed over but there is no public road to access it so construction cannot begin yet.

According to engineer Nguyen Van Duc, in the 1.5km that has been handed over, the contractor has only been able to access a 500m section of the route. With the remaining 1km, many locations, sections, and ground are still "not clean" due to houses, crops, and technical works, making it impossible to build a service road for machinery and equipment to access the construction site.

"The construction site area handed over is quite limited and in a state of "full of rice and beans", so even if the contractor gathers a lot of machinery and human resources, there is no construction site" - engineer Nguyen Van Duc informed.

The Xo Viet Nghe Tinh road project extending to the East has a length of 6.645km, starting at the intersection with Nguyen Cong Tru Street, in Thach Quy Ward and ending at the intersection with National Highway 15B, in Thach Lac Commune, Ha Tinh City. In addition to passing through some residential areas, the project mostly passes through agricultural land, swamps with low terrain, requiring a lot of time to treat weak ground.

According to the contractor's calculations, in the length of Xo Viet Nghe Tinh Street extending to the East, there are 4 locations where the section needs 200 - 400 days to "wait for subsidence", while the project completion time is the end of 2026. Therefore, the lack of a clean construction site makes the contractor worried.

"The unit has recommended that the investor consult with Ha Tinh City and relevant units to promptly resolve related difficulties and problems to facilitate the contractor's construction," said engineer Nguyen Van Duc - Head of the project's construction team (Joint Stock Company 484).

In the 6,645km length of the Xo Viet Nghe Tinh road project extending to the East, there are many locations and sections that need a lot of time to treat weak ground.

Confirming the difficulties of the contractor in the construction process of the Xo Viet Nghe Tinh road project extending to the East, Mr. Le Viet Hoa - Deputy Director of the Provincial Traffic Construction Investment Project Management Board (investor) said: The project started in April 2025, the unit regularly directed the contractor and supervision consultant to concentrate human resources, machinery, and speed up the construction progress.

However, the handed over site only reached 1.5/6,645km and there are still many difficulties in accessing construction, leading to the risk of not meeting the project's progress.

The contractor is currently focusing on casting concrete structures while waiting for a clean site for project construction.

According to research, the Xo Viet Nghe Tinh road project extends to the East, passing through the area of ​​4 communes and wards of Ha Tinh city, including wards: Thach Quy, Thach Hung, Dong Mon and commune Thach Lac.

Vice Chairman of Ha Tinh City People's Committee Le Quang Duc said: According to statistics, the total number of households affected by the project is 750 households, 2 organizations with 1,084 plots of land; of which agricultural land is 630 households, 2 organizations with 948 plots of land and residential land is 120 households with 136 plots of land.

In the area that has been handed over, there are still many houses and technical works that have not been relocated.

For agricultural land in the three wards of Thach Quy, Thach Hung and Dong Mon, up to now, Ha Tinh City has approved compensation plans for 191 households with 327 plots of land; paid and received land for 178 households. The locality is publicly posting compensation plans and reviewing and completing compensation records.

Particularly, 234 households and 2 organizations with 392 agricultural plots affected are currently publicly posting their compensation plans. The reason is that after Thach Lac commune merged into Ha Tinh city, compensation records had to be transferred from Thach Ha district, leading to the work of pricing and publicly posting compensation plans having to be redone due to changes in policies, compensation and support regimes.



Compensation work for land acquisition and clearance for residential land within the scope of influence of the Xo Viet Nghe Tinh road project extending to the East is facing difficulties and obstacles.

With 136 residential land plots, of which Thach Quy ward has 119 plots and Thach Hung ward has 17 plots, Ha Tinh city is implementing survey and inventory work.

The locality is also building a resettlement area in Tan Quy block (Thach Quy ward) with an area of ​​3.18 hectares to serve the construction of new housing for 64 households subject to resettlement.

According to Vice Chairman of Ha Tinh City People's Committee Le Quang Duc, currently, due to problems related to supporting the price of land for perennial crops adjacent to residential land, determining population to calculate support when the State reclaims land and the fact that the province has not yet issued a decision to amend and supplement the land price list, there is no basis for allocating resettlement land, it is impossible to reclaim land from households when they have not been arranged for resettlement, leading to the inability to complete the site clearance work and hand over the project construction site.
