In the first months of 2025, many localities and enterprises reported that the supply of construction sand in the area was not enough to serve the projects, especially large projects. Many contractors for construction projects could not even buy sand. For civil works, people had to buy sand at high prices.
For example, in Krong Bong district, although there are many sand mining units in the area, in recent months there has not been enough supply for the market. Mr. Nguyen Ngoc Phap, Vice Chairman of the People's Committee of Krong Bong district, shared that many contractors, enterprises, and people are implementing construction projects in the area, even the units in charge of bidding packages of large projects such as Component Project 2, Khanh Hoa - Buon Ma Thuot Expressway Phase 1 (section through Krong Bong district) are also facing a shortage of construction sand, leading to project progress being affected and construction costs being increased.

The Department of Agriculture and Environment also informed that the current price of sand on the market has increased by nearly 20%, many construction contractors cannot buy sand due to the phenomenon of "hoarding goods to raise prices".
Faced with the above situation, in order to strengthen the management and control of mineral exploitation, use and trading activities in the province, in order to stabilize the price of construction materials (VLXD), and avoid a shortage of supply, the Provincial People's Committee issued Official Dispatch No. 4943/UBND-NNMT, dated May 16, 2025, directing the strengthening of control over the exploitation, use and trading of minerals in the province.
Accordingly, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments, branches, units and localities to inspect the price listing and selling prices of common construction material mines. If any units are found to be deliberately pushing up the price of construction materials, they will be strictly handled according to the provisions of law. At the same time, guide, inspect and handle the registration and inspection of ships operating on the river to ensure that sand mining vehicles carry out mineral exploitation in accordance with regulations and report to the Provincial People's Committee.
In order to implement the above document, the Department of Construction has decided to establish a team to inspect the price listing and selling prices of common construction material mines; the registration and inspection of ships and boats operating sand mining on rivers.
According to the report of the Department of Construction, after conducting a field inspection and collecting relevant records and documents at 9 enterprises exploiting and trading common construction materials and 5 construction material trading agents in the districts of Ea Kar, Krong Pac, Krong Bong, Lak, Krong Ana, Ea Sup, the results at the time of inspection showed that 13/14 units had posted prices at the facility.
Regarding the registration and inspection of ships operating sand mining on rivers, 24 vehicles of 9 enterprises have been granted certificates of registration for inland waterway vehicles.
However, at the time of inspection, only 4 vehicles had valid certificates of technical safety and environmental protection for inland waterway vehicles; the remaining 20 vehicles had expired. The fact that the vehicles did not meet the operating conditions forced many units to temporarily stop sand mining, which is the main reason leading to the serious shortage of construction sand supply in the province.

A sand mining and trading company in Krong Ana district shared that the province does not have a facility to inspect inland waterway vehicles, so companies that want to inspect their vehicles have to go to other provinces, which greatly affects the time and progress.
In addition, through inspection, the authorities also discovered that during the operation process, many units had repaired and converted, changing the current status and technical parameters of inland waterway vehicles, leading to difficulties in the inspection process of inland waterway vehicles.
Through comparing invoices at enterprises exploiting and trading common construction materials and at some establishments and agents trading and trading construction materials in the districts, the inspection team also recorded cases where the selling price was much higher than the selling price at the sand mine. In some input invoices (provided by stores), there was an additional transportation fee but the content of the transportation distance was not shown, leading to the input price of sand at the stores being raised.
The price of sand fluctuates abnormally, directly affecting the socio -economy, production and business activities, people's lives, and affecting the general price level of the market. Therefore, the Department of Construction has recommended that the Provincial People's Committee direct enterprises exploiting and trading in common construction materials to comply with the law on price posting and selling at listed prices for common construction materials. Strictly re-inspecting vehicles according to regulations. For unregistered and uninspected vehicles (subject to registration and inspection) and vehicles whose inspection has expired, they must not be used to exploit and transport sand. At the same time, direct the districts of Ea Kar, Krong Pac, Krong Bong, Lak, Krong Ana, and Ea Sup to regularly inspect compliance with the law on price posting and selling at listed prices for common construction materials of production, business, and supply establishments of construction materials in the province. If there are any violations, they will be handled promptly and according to authority.
The Department of Construction also proposed that the Provincial People's Committee assign the unit to continue to coordinate with the inland waterway vehicle inspection unit to study solutions to support the inspection of inland waterway vehicles in the province, speed up the inspection process and issue certificates of technical safety and environmental protection for inland waterway vehicles whose inspection has expired.
In order to serve the management and operation of prices, the Department of Construction recommends that the Provincial People's Committee assign the Department of Finance to conduct inspections of factors forming sand prices at a number of enterprises licensed to exploit sand and establishments producing, trading and supplying construction materials. At the same time, consider establishing an interdisciplinary inspection team or assign a specialized agency to act as the focal point to organize inspections of all activities of enterprises exploiting and trading common construction materials.
