Regarding Decision No. 34/2024 regulating the method of determining population quotas for apartment buildings, mixed-use apartment buildings and some other residential buildings, effective from June 10, issued by the Hanoi People's Committee, public opinion is particularly interested and believes that this regulation will limit the number of people living in an apartment.

According to the leader of the Hanoi Department of Planning and Investment, the regulation on determining population targets aims to control the population in the project when the investor establishes the project as well as arrange the structure of the project's apartments in accordance with the project's population size.
In the new standards of the Ministry of Construction , provinces and cities must stipulate methods for calculating population for types of apartments, mixed-use buildings, Condotels, Officetels, etc., so Hanoi also asked for opinions from the Ministry of Construction and was told that provinces must study and issue regulations. In which, Hanoi calculated the equivalent of 3.6 people/apartment.
According to the structure of the rooms and the corresponding apartment usable area, the average for a 1-room apartment in a mixed-use commercial apartment building, the apartment usable area is from 25 - 45 m2, calculated as 1 person. For a 2 -room apartment, the apartment usable area is from 45 - 70 m2 , calculated as 2 people; the apartment usable area is from 70 - 100 m2 , calculated as 3 people...
Regarding the basis for applying this method, the leader of the Department of Planning and Investment said it is based on the high-rise building design standards of the Ministry of Construction, as well as based on the 2019 population census and the average of recent years of the entire Hanoi city.
In particular, the determination of population targets is to control the population size and apartment structure of the project during the detailed planning stage, master plan, architectural plan of the project... not that Hanoi stipulates to prohibit the number of people living in more than one apartment.
In terms of state management, the method of determining population targets helps urban areas balance technical infrastructure, roads, traffic, social infrastructure such as schools and hospitals, avoiding population overload. This is a guideline on how to calculate population to balance the problem of state management, not at all about household registration management.
Regarding the above regulation, Mr. Nguyen The Diep, Vice President of Hanoi Real Estate Club, assessed the content of the regulation on the method of determining population for apartment buildings and mixed-use apartment buildings, aiming for low population density. This regulation is considered as an orientation for implementing planning according to the trend of the times, as life improves, the area of houses and apartments needs to be larger.
As reported, since June 10, Hanoi requires that in the detailed planning and architectural plan phase, the method of determining population for mixed-use apartments for commercial housing is determined according to the target of 3.6 people/apartment or determined according to the structure of the rooms and the corresponding apartment usable area.
For apartments and mixed-use apartments used as social housing, it is determined based on the structure of the rooms and the corresponding apartment usable area. In which, a 1-room apartment with an apartment usable area of 25 - 45 m2 is calculated for 1 person; a 2-3-room apartment with an apartment usable area of 40 - 55 m2 is calculated for 2 people; an apartment usable area of 55 - 70 m2 is calculated for 3 people; an apartment usable area of 70 - 77 m2 is calculated for 4 people...
