Why are more than 3,800 contract teachers in Thanh Hoa worried?

It is known that Ms. Ha Thi Huong graduated from Hong Duc University (Thanh Hoa) in 2014, but could not find a job and had to work as a worker in Bac Ninh province. After 10 years of working as a worker, Ms. Huong returned to apply to become a contract teacher in Muong Lat district. Similarly, Mr. Cha Van Po, a contract teacher at Muong Ly Secondary School for Ethnic Minorities, Muong Lat district (Thanh Hoa) is also worried as his contract is about to end.

"My colleagues and I are very worried as the contract is about to end. We hope that our superiors will pay attention and create conditions to continue signing the contract and extend the term each year so that we can work with peace of mind," said Mr. Cha Van Po.

Authorities consider

Decision 5273/QD-UBND dated December 31, 2024, of the People's Committee of Thanh Hoa province stipulates that the implementation period of teacher contracts under Decree 111 is from January 1, 2025 to May 31, 2025. Because the contract will expire on May 31, 2025 and it is not known whether it will be continued to be signed continuously from June, more than 3,800 teachers under the contract under Decree 111 in Thanh Hoa province are very worried. In case the contract is not signed during the summer vacation (2 months), teachers under the contract under Decree 111 will have no income; insurance will also be interrupted and affect their lives.

Faced with the above situation, the Departmentof Education and Training of Thanh Hoa province proposed that the People's Committee of Thanh Hoa province sign a teacher contract according to Decree 111 for the whole year (12 months) to ensure the rights of workers and to suit the characteristics of the teaching profession.

According to Mr. Ta Hong Luu, Deputy Director of the Department of Education and Training of Thanh Hoa, the education sector has its own characteristics, the summer vacation is the months when graduation exams, enrollment and many professional training programs for teachers take place. Moreover, when signing a contract for 12 months, the team will be stable, ensuring the lives of workers, thereby improving the quality of teaching and learning.

Mr. Dau Thanh Tung, Vice Chairman of Thanh Hoa Provincial People's Committee, informed that in the coming time, relevant departments and branches will synthesize the specific demand for contract teachers for each school, and provide for the 2025-2026 school year. Regarding the time and duration of the contract, the Department of Home Affairs will coordinate with the Department of Education and Training and the Department of Finance to synthesize and advise competent authorities to consider and resolve in accordance with the actual situation.
