The Ministry of Home Affairs said that after reviewing more than 6,000 tasks of ministries and branches, more than 2,500 tasks were decentralized and authorized to localities, increasing the proportion of tasks undertaken by localities to about 56%. Communes received many new functions and processed a large volume of documents. From July to the end of October, communes nationwide received nearly 12 million documents, more than 90% of which were resolved on time and before the deadline.
The Government requires further reduction and simplification of administrative procedures, and strong implementation of the public service model regardless of administrative boundaries. Localities such as Hanoi are piloting the reception of documents according to the "non-boundary" mechanism, helping people to complete procedures more conveniently. For the model to operate effectively, the Ministry of Home Affairs emphasizes the need to clearly define the functions of each unit and strengthen power control, ensuring the two-level apparatus operates smoothly and effectively.
