That is the opinion of Professor, Dr. Nguyen Xuan Huan, majoring in digital media engineering at Middlesex University (UK) and Chairman of the Vietnamese Intellectuals Association in the UK and Ireland (VIS).

According to VNA, Professor Nguyen Xuan Huan said that accepting risks in scientific research and not holding people responsible for economic losses in scientific experiments is a positive new point of Resolution No. 57, helping to relieve psychological pressure for scientists so that they can truly feel secure in their research and contributions.

He also highly appreciated the determination to remove all barriers, reform financial management mechanisms, simplify administrative procedures and grant autonomy in using funds for scientific research and technology development, considering them as decisive factors in promoting research and innovation activities.

Professor Nguyen Xuan Huan believes that Vietnam has strengths in human resources in basic science and information technology, so in addition to industries such as semiconductors and AI, Vietnam can make a breakthrough by investing in developing potential and still new industries such as quantum computing - a field that matches Vietnam's basic research strengths. In addition, medicine and renewable energy are also potential fields that can create breakthroughs if properly invested.


According to Professor Nguyen Xuan Huan, Vietnam needs to issue specific policies and mechanisms and develop national programs to encourage cooperation between universities and businesses to commercialize research results, while also having policies to encourage capable private businesses to participate in scientific research projects.

This is a potential resource to promote the development of science and technology, innovation and digital transformation. In developed countries, the number of students studying engineering is not as high as in Vietnam. This is an advantage that Vietnam needs to take advantage of and focus on investing in developing this human resource to have a high-tech workforce with international competitiveness in the next 10-20 years.
