On behalf of the leaders of the Party, State and people of Vietnam, Deputy Prime Minister Tran Hong Ha sent his congratulations and deep gratitude to the people of the former Soviet Union and the Russian Federation today; together with the delegates present at the ceremony, he bowed in memory of millions of Red Army soldiers and the people of the Soviet Union who sacrificed their blood and bones to create an immortal heroic epic, defeat fascism, and open an era of peaceful development and prosperity for mankind.

The Deputy Prime Minister recalled the historical significance of May 9, 1945, which entered human history as the great victory of the Soviet people and peace-loving forces around the world , of conscience and dignity. The victory in the Great Patriotic War crushed the fascist system, weakened the colonial empires, and opened a new chapter for oppressed peoples to rise up to gain independence, freedom, and happiness.

The power of the times originating from the great victory of national defense strongly encouraged the Vietnamese people, under the leadership of the Communist Party of Vietnam and President Ho Chi Minh, to win the August Revolution in 1945 and give birth to the Democratic Republic of Vietnam on September 2, 1945.

Vietnam is also proud of its outstanding sons who fought bravely and heroically sacrificed their lives in the great patriotic war of the Soviet people during the fiercest days of the winter of 1941.

"We also always respectfully remember the great assistance of the State and People of the Soviet Union and the Russian Federation in the resistance wars to defend the Fatherland, build and develop the country; deeply appreciate the contributions of the soldiers and experts of the Soviet Union and the Russian Federation who fought, sacrificed their blood and youth for the national independence and territorial integrity of Vietnam," the Deputy Prime Minister affirmed and emphasized that "that noble international spirit is a bright, eternal symbol of the loyal and steadfast friendship between the two peoples of Vietnam and Russia, a relationship that has been forged through the challenges of history and continues to be nurtured in peace today."

The Deputy Prime Minister affirmed that as a nation that has gone through many struggles against invaders, with countless sacrifices, losses and pain, Vietnam, more than anyone else, deeply understands the value of peace, independence and freedom.

Vietnam always respects the spirit of international solidarity, firmly follows the path of peaceful and neutral diplomacy, and is a friend and trusted partner with all countries in the world, including traditional friends such as the former Soviet Union and the Russian Federation today.

Vietnam always attaches special importance to the cooperative relationship with the Russian Federation; considering it a common and invaluable asset of the two countries and peoples of Vietnam and Russia. On that basis, the Comprehensive Strategic Partnership with the Russian Federation will be increasingly consolidated and developed across many key areas of economics - trade, defense - security, energy, education - training, science - technology, tourism and people-to-people exchange.

In particular, during these historic days of May, General Secretary To Lam's official visit to the Russian Federation and attendance at the 80th Anniversary of Victory in the Great Patriotic War will strengthen political trust and identify new directions to bring the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation to new heights.
