At the invitation of General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith and his wife, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and his wife led a high-ranking delegation of the Party and State of Vietnam to pay a State visit to Laos and attend the 50th Anniversary of Laos' National Day from December 1 to 2, 2025.
General Secretary To Lam 's State visit to Laos this time is his first visit as General Secretary; bringing the solidarity, good friendship, closeness and trust of the Vietnamese people; affirming the comprehensive support of the Party, State and people of Vietnam for the cause of innovation, protection and construction of Laos.
On the morning of December 1, after the solemn official welcoming ceremony for General Secretary To Lam and his wife along with the high-ranking delegation of the Party and State of Vietnam at the Presidential Palace according to the highest protocol reserved for heads of state, General Secretary To Lam held talks with General Secretary and President of Laos Thongloun Sisoulith.
Lao General Secretary and President Thongloun Sisoulith warmly welcomed General Secretary To Lam and the high-ranking Vietnamese delegation to the State visit to Laos; highly appreciated the important significance of the visit, which demonstrated the respect of the Party, State of Vietnam and General Secretary To Lam personally for the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos; emphasized that the presence of the General Secretary, his wife and the high-ranking delegation of the Party and State of Vietnam on the occasion of Laos's celebration of the important holiday was an honor for the Party, State and people of Laos, making the celebration even more meaningful.
The Lao General Secretary and President thanked the Party, State and people of Vietnam for always giving Laos great support and assistance in the cause of national defense and construction; emphasizing the great achievements that the Vietnamese people have achieved in the renovation process and the continuous improvement of their position and prestige in the international arena, which have brought the Lao Party, State and people valuable experiences in successfully carrying out the tasks of national defense and construction. The important achievements of 40 years of renovation show the extremely correct development path of the Party and State of Vietnam and are also a great source of encouragement and support for Laos.
Thanking the Party and State of Vietnam for inviting him to participate in activities celebrating Vietnam's major holidays, the Lao General Secretary and President congratulated and highly appreciated the success of the activities celebrating the 50th anniversary of the liberation of the South and national reunification, the 80th anniversary of the successful August Revolution and National Day September 2, creating unity and consensus within the entire Party and people, demonstrating the ardent patriotism of the Vietnamese people.

The Lao General Secretary and President also congratulated Vietnam on successfully organizing multilateral events, especially the signing ceremony of the United Nations Convention against Cybercrime in Hanoi last October.
General Secretary and President Thongloun Sisoulith highly appreciated the achievements in implementing the Resolution of the 13th National Party Congress and the careful preparations for the 14th National Party Congress of Vietnam.
On this occasion, the Lao Party, State and people share the great losses of the Vietnamese people in the recent storms and floods and are ready to help Vietnam overcome difficulties soon.
General Secretary To Lam expressed his joy in revisiting the beautiful country of Laos on the occasion of the 50th anniversary of Laos' National Day and the 105th anniversary of President Kaysone Phomvihane's birth. These are sacred events of historical, political and humanitarian significance, an opportunity for the two countries to review the arduous yet glorious journey of the brotherly country of Laos, as well as the close-knit relationship between the two countries and peoples; affirming the will for independence, steadfastness and undying solidarity of the Lao people.
General Secretary To Lam sincerely thanked the Lao Party General Secretary, President and Lao leaders for their warm welcome and comradely and brotherly affection for the General Secretary and the high-ranking Vietnamese delegation, vividly demonstrating the close relationship between the two Parties, two States and peoples.
General Secretary To Lam’s visit to Laos this time once again affirms Vietnam’s consistent foreign policy of always giving the highest priority to the special solidarity relationship with Laos. This is also an opportunity for the two countries to jointly affirm their determination to build a new vision, bringing the Vietnam-Laos relationship to a new level of development, with increasingly deep trust, opening up strong breakthroughs in cooperation in all fields.
General Secretary To Lam warmly congratulated the great and historic achievements that the Lao people have reaped after 50 years of founding the country and 40 years of implementing the renovation process, strongly and clearly demonstrating the leadership role of the Lao People's Revolutionary Party in terms of policies and guidelines, along with the work of Party building and apparatus arrangement; the growth rate of Gross Domestic Product (GDP) has been maintained at a fairly good level for many consecutive years, while significantly improving people's lives; national defense and security have been maintained, and foreign relations have been expanded.
The three successful tenures as Chair of the Association of Southeast Asian Nations (ASEAN) and many other related summits have clearly affirmed the prestige and position of the Lao People's Democratic Republic in the region and on the international arena.
General Secretary To Lam expressed his deep gratitude to the Lao Party, State and people for always giving Vietnam their wholehearted support and assistance in the past struggle for national liberation as well as in the present cause of national construction and protection.
General Secretary To Lam expressed his belief that with determination, steadfastness and experience over 40 years of renovation, under the wise leadership of the Lao People's Revolutionary Party, headed by Comrade Thongloun Sisoulith, the brotherly country of Laos will successfully achieve the goals set by the 11th Party Congress, successfully organize the 12th Party Congress, and firmly enter the new era.
During the talks, the leaders of the two countries had in-depth discussions on the situation in each country. General Secretary To Lam informed about the development situation in all aspects of Vietnam, including the reorganization and streamlining of the political system apparatus which has been implemented comprehensively, thoroughly and synchronously throughout the country.
The two leaders expressed their delight at the special solidarity and comprehensive cooperation between Vietnam and Laos that is increasingly developing, deepening, becoming practical and effective in all fields, contributing significantly to maintaining political stability, national defense, security and socio-economic development of each country, considering this a law of development and an important factor ensuring the success of the cause of national construction and protection of each country.
The cooperative and mutual assistance relationship between the two Parties' committees, the Government's ministries and branches, the National Assembly's agencies, the Fatherland Front, mass organizations, people's organizations, and the two countries' localities continues to be strengthened. Cooperation between localities, especially border provinces, is increasingly expanding, with coordination to ensure good security and order at the border.
Assessing the close and trustworthy political relationship between the two countries, which has been continuously strengthened through regular high-level contacts and exchanges, along with the effective operation of many cooperation mechanisms in various fields, the two sides agreed to effectively implement high-level Agreements and Plans, especially the results of the 2025 High-Level Meeting between the two Parties and the Third Meeting between the three leaders of the three Parties of Vietnam, Laos and Cambodia.
The two sides agreed to effectively promote cooperation mechanisms, deepen the relationship between the two Parties and two countries through existing cooperation mechanisms, high-level visits and exchanges in flexible forms, information, ideological foundations, strategic policies, theoretical exchanges, especially on new issues; closely coordinate to support the good organization of important events of the two countries, first of all the Party Congresses of each country, thereby continuing to affirm the new height of Vietnam-Laos political relations.
The two sides agreed to continue promoting and innovating the content and forms of propaganda and education on the traditional history of the special solidarity between Vietnam and Laos for cadres, Party members, people and young generations of the two countries; arousing pride, responsibility and awareness of preserving and promoting the loyal, pure and strategic relationship between the two Parties and two peoples.
On the basis of inheriting and promoting the tradition of special solidarity, the two sides agreed to deepen bilateral relations by adding new connotations: "Great friendship, special solidarity, comprehensive cooperation, strategic cohesion."
This is an affirmation of the common vision, intertwined strategic interests and long-term companionship orientation for the goal of sustainable development, self-reliance and common prosperity of the two peoples.
The two leaders emphasized that defense and security cooperation between the two countries is increasingly close and effective, an important pillar in the bilateral relationship that continues to have new developments, going into depth and effectiveness, the results achieved in cooperation in these fields are very positive; building a stable and sustainable border between the two countries.
The two sides agreed to continue promoting defense-security cooperation, closely coordinate and support each other in responding to increasingly diverse and complex security challenges; and link security and defense with socio-economic development.
The two sides also agreed to strengthen strong economic, infrastructure, banking-finance, and tourism connectivity between the two countries, deploy effective measures to strive to increase turnover to 5 billion USD in the near future and towards 10 billion USD in the coming time, associated with strengthening connectivity in transport infrastructure, energy, and logistics; and increase the exchange of experience in macroeconomic management and anti-corruption.
The two sides agreed to promote the implementation of the agreements on mutual support in building an independent and self-reliant economy, enhance the exchange of experiences in macroeconomic management and institutional reform; closely coordinate to resolve bottlenecks, create conditions for Vietnamese enterprises to effectively implement and expand investment projects in Laos, making practical contributions to the socio-economic development of Laos; regularly coordinate to inspect and urge the implementation of projects using aid capital, ensuring progress, efficiency and quality.

The two leaders agreed to strongly promote and create breakthroughs in economic, cultural, scientific and technological cooperation; agreed to promote connectivity in transportation, electricity, telecommunications, and tourism; continue to improve the quality of education, training, and human resource development, focusing on training high-quality human resources; promote people-to-people and local exchanges, considering this a strategic pillar contributing to tightening the bond and consolidating the foundation of long-term sustainable solidarity between the two nations.
The two leaders affirmed that in the context of the world situation having many profound changes, rapid and complicated developments, with many opportunities as well as challenges for the stability and development of the two countries, the two sides maintain effective information on the international situation, care for and support each other in multilateral forums, ASEAN region; protect each other's legitimate interests in accordance with international law, including the East Sea issue affecting peace, stability and cooperation of the whole region and the world.
At the end of the talks, the two leaders witnessed the handover of 12 important cooperation documents between ministries, branches, localities and relevant agencies of the two countries in key areas including: defense, security, health, justice, education-training, finance-banking, strategic infrastructure, etc.; creating a new legal foundation and driving force to further develop the Vietnam-Laos cooperation relationship in a deeper, more substantial and effective manner in the new period.
General Secretary To Lam respectfully invited General Secretary and President Thongloun Sisoulith and his wife to visit Vietnam at an appropriate time. General Secretary and President Thongloun Sisoulith sincerely thanked him and happily accepted the invitation./.
