The Vietnam-Japan Cooperation Forum on cooperation in strategic industries, high technology, green transformation and semiconductors was held on the afternoon of April 28 at the Government Office under the co-chair of Vietnamese Prime Minister Pham Minh Chinh and Japanese Prime Minister Ishiba Shigeru.
At the forum, representatives of several Japanese corporations highly appreciated Vietnam’s efforts to improve the investment and business environment; thanked the Government, ministries, sectors and localities for their support in investment and business activities; committed to expanding long-term investment and business in Vietnam, focusing on strategic industrial sectors, green transformation, high technology, healthcare , infrastructure development, etc.
A representative of Tokuyama - the world's leading company in crystalline silicon used in semiconductors - said that the company is preparing to deploy a production facility in Vietnam. "With Vietnam's preferential policies for developing the semiconductor industry, we decided to build a polycrystalline silicon factory in Ba Ria - Vung Tau," said a representative of Tokuyama.
Meanwhile, Mr. Truong Gia Binh - Chairman of FPT Board of Directors said that last week, Sumitomo Corporation and SBI Holdings cooperated with FPT to build an artificial intelligence factory with NVIDIA in Japan. According to Mr. Truong Gia Binh, Vietnam can complement Japan with young, talented and ambitious human resources.

"We have seen that there is close cooperation between Vietnam and Japan. What needs to be supplemented is the talented, young and ambitious human resources of Vietnam. FPT has 4,500 employees in Japan in 17 offices from Sapporo to Yakushima. However, the group does not want to cooperate only on a business-to-business basis, FPT really wants to do better; it really wants an expanded inter-governmental cooperation framework and FPT respectfully proposes that the two Prime Ministers support this important cooperation program."
Having established an R&D center in Vietnam early, Panasonic Vietnam General Director Taka Fujino said that the center currently has 180 talented Vietnamese employees. It is oriented to "become a software development company with the most advanced technologies, providing digital transformation solutions for factories."
The potential for Vietnam - Japan cooperation is unlimited.
Japanese Prime Minister Ishiba Shigeru commented that Vietnam is a potential destination for Japanese businesses thanks to its market of 100 million people, plus abundant, high-quality human resources.
In the context of the unstable world economy, Prime Minister Ishiba Shigeru said that this is an opportunity for the two countries to promote cooperation in developing high-tech industries and enhancing resilience to external shocks. "It is in the common interests of both countries," he said.

Japan will support Vietnam in training and developing human resources, and accept 250 PhD students in semiconductors. Prime Minister Ishiba Shigeru pledged to help Vietnam develop high-tech industries, reduce carbon emissions, and build factories to produce polycrystalline silicon - an indispensable material in semiconductors.
According to Prime Minister Ishiba Shigeru, the potential for cooperation between Vietnam and Japan is limitless. Japan wishes to strengthen cooperation and build a strong relationship with Vietnam. "The governments of the two countries will accompany businesses so that this cooperation can contribute to peace and development in the region and the world," Prime Minister Ishiba Shigeru shared.
According to Prime Minister Pham Minh Chinh, the sincere and genuine sharing of businesses shows the desire for cooperation, creation and sustainable development between Vietnam and Japan.
Japan is currently Vietnam's leading economic partner, the largest provider of ODA capital and labor cooperation, the third largest investment partner, and the fourth largest trade and tourism partner of Vietnam.
As of March 2025, Japan currently has 5,500 valid projects in Vietnam, with a total capital of nearly 80 billion USD, spread across 59 provinces and cities. Japanese projects mainly focus on processing industry, energy, high technology, healthcare, and education. In the first quarter of 2025, investment capital from Japan increased by 20% over the same period, which is a positive signal for a new phase of cooperation.
Prime Minister Pham Minh Chinh said that in the context of the world facing many challenges, the semiconductor industry, high technology, innovation, clean energy, green economy, and circular economy will be the 'key' to the rapid and sustainable development of both countries.

Sharing with businesses, he said that Vietnam is improving the business investment environment with the spirit of 3 smarts: open institutions, smooth infrastructure, and smart people.
At the same time, Vietnam is implementing a "strategic quartet" including a revolution in organizational structure and administrative unit arrangement; promoting the development of science and technology, innovation and digital transformation to develop the digital economy; considering the private economy as the most important driving force for national economic development; along with deep international integration.
The Prime Minister proposed that the Japanese government accompany and increase support for Vietnam through new-generation ODA programs, especially for strategic technologies, high technology, digital transformation, green transformation, and innovation.
He hopes that Japan will support Vietnam in transferring green financial technology, green transformation, training human resources in the semiconductor industry, AI, etc. Japanese enterprises will continue to trust, stick with, and expand their investment further.
At the forum, both Prime Ministers emphasized the role of the National Innovation Center (NIC) as a focal point, playing a core role in innovation cooperation between the two countries.
On this occasion, the Prime Ministers of Vietnam and Japan witnessed the business communities of the two countries exchanging cooperation documents in the fields of strategic industry, high technology, green transformation and semiconductors./.
