On the morning of March 23, attending and speaking at the Conference to announce the Planning of Vinh Long province for the period 2021-2030, with a vision to 2050 and promoting investment in agriculture , trade and tourism in Vinh Long province, Prime Minister Pham Minh Chinh wished to maximize the potential and advantages, striving to develop Vinh Long into a province with comprehensive development, civilized, modern, ecological, sustainable, with a fairly high level of development compared to the whole country, and the people are increasingly prosperous and happy.
Also attending were: Minister of Planning and Investment Nguyen Chi Dung; Secretary of Vinh Long Provincial Party Committee Bui Van Nghiem; leaders of central ministries and branches; leaders of several provinces in the Mekong Delta region; representatives of international organizations in Vietnam; socio-political organizations, universities, business associations, economic groups, and enterprises inside and outside Vinh Long province.
One of the agricultural economic centers of the region
According to the Planning of Vinh Long province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1759/QD-TTg dated December 31, 2023, the goal by 2030 is that Vinh Long will be a high-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta region; with a synchronous, modern infrastructure system connecting smoothly with localities in the Mekong Delta region.
Growth in gross regional domestic product (GRDP) is about 7.0%/year. The proportion of agriculture-fishery sector accounts for about 26%, industry-construction accounts for about 25%, and services account for about 45%.
Total export turnover reached over 1 billion USD. GRDP per capita reached about 144 million VND (current price).
The rate of trained workers reached 75%, of which the rate of trained workers with degrees and certificates reached 40%.
The poverty rate decreases by about 1% per year. The urbanization rate reaches 30-35%. 100% of communes meet new rural standards.
100% of solid waste in urban areas and 95% in rural areas are collected and treated according to regulations...
Vision to 2050, Vinh Long will be a province with comprehensive, civilized, modern, ecological, sustainable development, with a fairly high level of development compared to the whole country; with a synchronous, modern and climate change-adaptive socio-economic infrastructure system; historical relics and cultural identities are preserved, embellished and promoted; national defense and security are ensured; people have a prosperous and happy life.
At the conference, Vinh Long province introduced its geographical location; revolutionary historical and cultural traditions; potential, advantages, and development orientation of the province; and at the same time invited organizations and enterprises to invest in Vinh Long in the fields of agriculture, trade, and tourism, especially large investment projects, modern and advanced technology, contributing to promoting the rapid and sustainable development of the local socio-economy.
Chairman of the People's Committee of Vinh Long province Lu Quang Ngoi said that Vinh Long is committed to making efforts in directing, operating, and building a healthy, equal, and transparent investment and business environment; always accompanying and creating the most favorable conditions for businesses to successfully invest in the province.
Here, Vinh Long province awarded Investment Policy Decisions, Investment Registration Certificates and Investment Memorandums of Understanding to 13 projects, with a total investment capital of more than VND 19,600 billion.
Speaking at the event, assessing the importance of planning work, Prime Minister Pham Minh Chinh said that planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in the development of the country in general and of each locality in particular.
In recent times, planning work has been implemented synchronously, systematically and scientifically from the central to local levels with breakthrough thinking and strategic vision in the spirit that planning must be one step ahead, close to reality, feasible, and promote the unique potential, outstanding opportunities and competitive advantages of each region, area and locality.
Up to now, the whole country has basically completed the work of planning, appraisal and approval with 109/111 plans. In which, Vinh Long's planning was issued to handle 2 important tasks: finding potentials, opportunities and identifying difficulties, challenges and limitations to resolve and overcome.
Assessing the potential and advantages of Vinh Long, Prime Minister Pham Minh Chinh said that Vinh Long - a province in the Mekong Delta region has a heroic tradition of patriotism; a sacred land with talented people, harmonious and friendly people; has a unique Western culture; has a river area and mangrove forests.
The province has a very favorable economic geographical position, located between two major economic centers, Ho Chi Minh City and Can Tho City; convenient for both road and waterway; has great potential for economic development; is the largest food production area in the country, has the potential to develop large varieties of rice, vegetables, and fruit trees, serving domestic demand and export; has great potential for tourism development...
The Prime Minister pointed out the challenges that Vinh Long must overcome, such as climate change, landslides, subsidence and salinity, developed but limited transport infrastructure, high-quality human resources that have not met requirements; small economic scale, unsustainable growth, slow economic restructuring, failure to promote and exploit the local potential and strengths for economic development; lack of large industrial facilities to modernize agriculture; not yet deeply participating in the global supply chain...
Emphasizing some highlights in the Provincial Planning for the period 2021-2030, vision 2050 of Vinh Long province, the Prime Minister pointed out the plan to organize socio-economic activities of the province as one driving force, two economic corridors, three development breakthroughs, four growth pillars, five key tasks.
Vinh Long selects and focuses on developing important economic sectors that are in line with the province's potential and advantages, such as developing high-tech agriculture; historical and cultural tourism, eco-tourism, river tourism, garden tourism, etc.; at the same time, rapidly developing a number of industries with competitive advantages, focusing on industries that can use the province's agricultural products as inputs, industries serving agriculture and rural areas, etc., developing industries serving agricultural modernization, enhancing deep processing to develop Vinh Long's economy according to the circular economic model, green and comprehensive economy, supporting agricultural development, and improving the quality of agricultural output products.
Considering that the issuance of planning is important, but the implementation, bringing the planning into life and promoting its effectiveness is even more important, the Prime Minister emphasized that to implement the planning, Vinh Long needs to exploit 6 resources and conditions. In which, the most important resource is from endogenous sources, maximizing internal resources, focusing on emerging industries, such as green transformation, digital, circular economy, sharing, intellectuals, etc., taking innovation as the main driving force.
At the same time, it is necessary to build a synchronous regional transport system, creating new development space and reducing logistics costs; activating all social resources, paying attention to public-private cooperation, taking public investment as the leader of private investment; building and implementing favorable policy mechanisms, reforming administrative procedures, improving the investment and business environment; building a great solidarity, unity and transparency; needing to seek the support of regions, localities, investors... to join hands and develop Vinh Long.
Together with the whole country to promote green growth
Informing the conference about the fundamental factors and major orientations for national development; achievements after nearly 40 years of renovation and lessons learned during the struggle for national independence, building and defending the Fatherland; and Vietnam's development orientation in the coming time, Prime Minister Pham Minh Chinh said that along with digital transformation, Vietnam chooses green growth as the core factor in the process of restructuring the economy, transforming the growth model towards improving productivity, quality, efficiency, competitiveness and rapid, sustainable development.
"Resolutely do not accept the model of "growth first, clean up later;" do not grow at all costs; transform the growth model from "brown" to "green;" mobilize and effectively use resources for the development of green ecosystems, circular economy, low carbon, energy conversion...," the Prime Minister pointed out.
With that orientation, the Prime Minister requested Vinh Long province to urgently issue a plan and implement the Provincial Planning; ensure compliance and synchronization in the organization and implementation of the planning; in accordance with the national master plan, regional planning, and sectoral planning; with a long-term vision associated with the overall development orientation, regional linkage, promoting potentials and advantages, strongly developing the socio-economy, protecting the environment and adapting to climate change.
Vinh Long needs to mobilize and effectively use resources for investment and socio-economic development; promote public-private cooperation, clear and effectively use all development resources; focus on investing in infrastructure, especially transport infrastructure and urban systems; pay attention to and prioritize investment in education and training, develop high-quality human resources, digital human resources, innovate vocational education associated with the province's strengths and development orientation; strengthen the capacity to adapt to climate change, manage resources and protect the environment; allocate sufficient resources to implement irrigation works, saltwater prevention sluices, anti-erosion embankments, etc.
The Head of Government requested Vinh Long to promote administrative procedure reform, improve the investment environment; complete specialized technical planning well, prepare well projects and fields calling for investment to welcome investors, especially large and potential investors; at the same time, promote internal resources to better exploit potentials to make breakthroughs, rise to become a fairly developed province, a province in the development group of the Mekong Delta region; well implement social security policies, ensure people's lives and livelihoods.
For businesses and investors, the Prime Minister requested that they conduct business and invest in accordance with the law; strictly implement business culture and social responsibility, ensure policies and regimes for employees, actively contribute to ensuring social security; build a long-term and sustainable business strategy, properly implement investment commitments and cooperation agreements, and follow the right direction and priorities according to the provincial planning.
At the same time, contribute to perfecting institutions and training human resources for the province; always accompany, support and actively contribute to the development of the province, using experience, knowledge, transforming the advantages and potentials of Vinh Long into specific products, works and services, contributing to the overall development.
In the spirit of "harmonious benefits, shared risks," "working together, enjoying together, winning together, developing together," the Prime Minister believes that the investment projects of enterprises will bring practical results, both ensuring the economic efficiency of the projects and contributing to the overall economic development of Vinh Long.
The Prime Minister directed the central ministries and branches to effectively implement the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; create a favorable investment and business environment with the motto "taking people and enterprises as the center, the subject and the goal and driving force of development"; promptly and effectively resolve recommendations and proposals from the province and people and enterprises; promptly complete relevant legal regulations, mechanisms and policies; closely coordinate with Vinh Long to assess the current situation, have solutions to improve the investment environment, create favorable conditions to reduce costs for enterprises and investors.
In the spirit of "if you say something, you must do it; if you commit, you must do it; if you do it, you must have real, quantifiable results," the Prime Minister believes that with its potential, advantages and development momentum, Vinh Long will increasingly attract more domestic and foreign investors interested in, choosing and deciding to invest in the province; Vinh Long will develop into a fairly well-off province in the country; contributing to building a strong, prosperous country, with people increasingly well-off and happy./.
