As a pioneer in creating a digital government, Vietnam Posts and Telecommunications Group ( VNPT ) has completed preparations, ensuring that the National Public Service Portal (NPSP) is ready to officially operate under the "single window" mode from July 1, 2025.
This is a strategic step, concretizing the directions of the Politburo , General Secretary, National Assembly, Government and Prime Minister to rearrange and reorganize administrative units at all levels and build a 2-level local government model, aiming to improve the efficiency of serving people and businesses.
Silent role, building the foundation
As the unit that has continuously built and operated the National Public Service Portal since December 2019, VNPT has affirmed its key role in ensuring the smooth operation of the system.
As early as 6:00 p.m. on June 27, 2025, VNPT has closely coordinated with the Government Office and Provinces/Cities to connect and pilot the 2-level local government model on the National Public Service Portal.
At the same time, all provincial and municipal Public Service Portals have stopped operating, officially converting the National Public Service Portal into the only online application receiving point.
Along with that, VNPT has proactively upgraded its technical infrastructure and software, ensuring nationwide operational capacity in the context of administrative unit mergers. The entire testing process has been completed, ready for official implementation under the new government model from July 1, 2025 as planned.
Over the past 6 years, VNPT has continuously upgraded and updated the system as required, maintaining stable operations. To date, the National Public Service Portal has connected with more than 137 systems of ministries/sectors/localities, integrated with 10 banks and 9 payment intermediaries to make payment of fees and charges. The system has recorded more than 7.3 billion user visits, received and processed more than 272,000 feedbacks and recommendations, with nearly 600 million records resolved.
Present throughout, ensuring continuity
Not only stopping at the central level, VNPT also plays the role of a silent "construction team" at the local level. The Group is taking the lead in deploying the administrative procedure settlement system in 26/34 provinces/cities and the document management and administration system in 24/34 provinces/cities after the merger.
In particular, to support this historic transition, VNPT has assigned at least 02 permanent engineers to each commune/ward to directly guide and support grassroots officials during the period of closing the provincial/municipal public service portal and connecting to the National Public Service Portal. Thanks to this companionship, by June 30, many localities such as Ho Chi Minh City, Ninh Binh, Son La, Dien Bien... had completed ahead of schedule, ensuring "no interruption - no backlog of files" as soon as the decision to organize the new boundaries took effect.

At the same time, VNPT also completed the scenario of separating and merging the population database for 100% of merged districts and upgrading the National Data Interconnection Axis - the "bloodline" flowing from the Central to the communes. These silent efforts ensure that the national data heart beats steadily, helping the two-level government operate smoothly after July 1, 2025.
With its companionship and presence from the central to the communal level, VNPT is affirming its core role in creating a digital government: "Building the gate - Keeping the door - Guarding the data" so that all people and businesses can use online public services seamlessly, transparently and safely.
