Policy capital "awakens" the difficult land of Cho Don

Focus resources on poverty reduction

Credit programs have been implemented in the mountainous area of ​​Cho Don for exactly 23 years now. The appearance of credit programs and the establishment of a Social Policy Bank Transaction Office here under Decree No. 78/2002 of the Government have created favorable conditions for the locality to effectively implement programs and plans for socio -economic development, sustainable poverty reduction, and improve people's lives, especially ethnic minorities.

Entering the new phase of implementing the 2-level local government model, the former Cho Don District Social Policy Bank, now the Cho Don Social Policy Bank Transaction Office, has up to 15 credit programs, exceeding 13 programs compared to 2003, reaching a total outstanding debt of more than 504 billion VND, an increase of more than 180 times compared to the time of establishment, with 5,960 customers with outstanding debt, an average outstanding debt of 84.3 million VND/household. Notably, the overdue debt ratio has always been maintained at 0.097% of the total outstanding debt, lower than the average level of the whole province.

By the end of October 2025, more than 1,800 poor households and policy beneficiaries had access to loans through the Transaction Office, spread across many preferential credit programs. In particular, the poor household loan program disbursed to 296 households, directly supporting households lacking capital to have the opportunity to invest in production, livestock farming, and improve their livelihoods. The near-poor household loan program also helped 100 households avoid the risk of falling back into poverty, creating a foundation for a stable life. In addition, 46 newly escaped households were able to borrow capital to maintain their poverty escape results, strengthen their household economic capacity, etc. Policy credit has significantly contributed to gradually reducing the poverty rate in Cho Don, from 18.37% (equivalent to 2,424 households) at the beginning of 2021 to less than 11% by the end of 2024. By 2025, this rural area strives to reduce the poverty rate by at least 2.5%, expected to be 8-10%.

According to Secretary of the Cho Don Commune Party Committee ( Thai Nguyen Province) Trieu Huy Chung, this is a mountainous locality with many economic and social difficulties; people still have many shortages, including a serious lack of capital for production. However, with the determination of the Party Committees and authorities at all levels and the solidarity and contribution of policy credit programs, poverty reduction work in the locality has achieved encouraging results, gradually changing its appearance. "Thanks to preferential capital, Cho Don land and Cho Don people also have the opportunity to rise up and build a new, more prosperous and brighter life," Mr. Trieu Huy Chung affirmed.

Innovation in policy credit granting methods

Along with focusing on mobilizing large capital sources and effectively organizing the implementation of the State's policy credit programs, the Cho Don Social Policy Bank Transaction Office also actively builds and implements an effective organizational model and credit management method, suitable to the actual conditions of the locality. The network has coverage across the vast mountainous area, not only as a prerequisite to eliminate the state's credit-free communes, but also facilitates the transfer of preferential capital to the right and sufficient addresses and beneficiaries in a timely, safe and economical manner.

A typical example is Phieng Den village, Tan Lap commune in the past, after merging into Quang Bach commune, thanks to the impact of policy credit capital, the poverty rate has been significantly reduced. Along with that, the lives of the majority of ethnic minorities have changed positively. Some households in the village have known how to fatten buffaloes and cows, raise pigs for breeding, bringing high economic efficiency. Or in Cho Don commune, people have also fully benefited from the new preferential credit policies of the Party and the State. For example, Mr. Nong Van Duyen's family, living in village 13, used 100 million VND in loans from the job creation program to fatten a herd of 10 cows, with an average income of about 100 million VND/year. Similarly, Mr. Hoang Van Vinh's household in Ban Cau village (Yen Thinh commune) borrowed preferential capital from the credit program for near-poor households to invest in intensive cultivation of 3 hectares of industrial forest and develop the profession of raising mountain goats and wild boars. Now he has a comfortable life and has paid off his bank loan.

Credit officers regularly stay close to the grassroots, stick with customers, and actively help poor households use preferential capital for the right purposes and effectively.

“It is the policy credit officers who have regularly stayed close to the local base, built a network of 169 Savings and Loan Groups in villages and a system of 18 transaction points to act as a solid bridge to help people easily access preferential capital and closely connect the relationship between banks - government organizations - savings and loan groups, helping policy credit capital reach every village. In recent years, the form of "transactions at home" and "disbursement and debt collection at the commune" has also created favorable conditions for people to borrow capital and reduce travel costs", Chairman of the People's Committee of Quang Bach Commune Nong Van Duong assessed.

Up to now, after 4 months of implementing the 2-level local government model, all policy credit transactions are still taking place urgently and actively. The network of transaction points and transaction schedules are maintained stably with almost 18 fixed transaction points simultaneously launched, continuing to serve the people wholeheartedly and effectively. The Bank also promotes improving the quality of savings and loan groups, proactively and closely coordinating with the People's Committees of new communes, socio-political organizations receiving entrustment and the police force to ensure a stable and smooth flow of policy credit capital, always ready and proactively serving the people best.
