On September 22, at the 13th session, the Hanoi People's Council considered a resolution on measures to strengthen fire prevention and fighting and provide special support for victims of the fire in Khuong Ha.
On the sidelines of the meeting, Thanh Xuan District Party Secretary Bui Huyen Mai answered the press about a number of issues related to the mini apartment fire that killed 56 people.
"When faced with such a heartbreaking incident, we all feel our personal responsibility, including my personal responsibility," said the Thanh Xuan District Party Secretary.
According to Ms. Mai, immediately after the fire broke out, the leadership and direction of the city and all levels and sectors were very timely; Thanh Xuan district completely complied with the general direction from the City Party Committee, People's Committee... the district absolutely complied with all the directions from higher levels, including those related to inspection work.
Thanh Xuan District Secretary said that the message that Hanoi Party Secretary Dinh Tien Dung gave right from the first day of the fire was very specific and clearly stated the Party Committee's viewpoint of handling cadres, whoever committed a violation will be dealt with accordingly, no forbidden zones, no exceptions.
According to Ms. Bui Huyen Mai, this is a very clear message from the city leader. Thanh Xuan District strictly complies with all instructions.
“Up to now, all agencies of Thanh Xuan district are conducting a general inspection and review of mini apartments according to the plan of the Hanoi City People's Committee,” District Party Secretary Bui Huyen Mai affirmed.
After a general inspection and review of all mini apartments in the area, the district will propose solutions for each case. For example, if there is a parking lot nearby, encourage residents to move motorbikes, electric bicycles and flammable items out of the basement area to ensure higher requirements for fire prevention and fighting.
The District does not force people to move their vehicles. Leaving vehicles in the basement of buildings must comply with current legal regulations.
Strict compliance with regulations will limit impacts and disruptions to people's lives.
After the general inspection and review, the district will compare the legal regulations, especially the regulations related to fire prevention and fighting at different stages, times and periods. For example, the current Law on Fire Prevention and Fighting comes with quite complete and systematic regulations and standards, so it cannot be compared with the period of 10 years ago.
"We will have a report proposing and recommending to the city to adjust and supplement in a direction that is consistent with reality and the law, but avoid causing major disruption to people's lives," District Party Secretary Bui Huyen Mai informed.
At the meeting with voters of Bac Tu Liem and Tay Ho districts on September 20, Director of Hanoi City Police Nguyen Hai Trung said that after checking the signs of violations against 3 Party organizations in Thanh Xuan district, the responsibility of related organizations and individuals regarding state management of fire prevention and fighting will certainly be handled.
Regarding fire prevention, Mr. Nguyen Hai Trung affirmed that it is not "waiting until the horse is gone to build a barn", Hanoi city and the Ministry of Public Security have had many directives related to fire prevention and fighting, but there are unavoidable problems and no satisfactory solutions.
“After this fire, the Hanoi City Police Department has advised the Chairman of the City People’s Committee to issue a directive on fire prevention and fighting. For the first time, it is clearly stated that all residents living in the area must be guaranteed fire prevention and fighting requirements, regardless of the type of house they live in,” said the Director of the City Police Department.
