On the afternoon of June 2, at a press conference introducing the Cashless Day 2025 event organized by the Payment Department - Banking Times and Tuoi Tre Newspaper , in coordination with the Department of Industry and Trade of Ho Chi Minh City, Vietnam National Payment Joint Stock Company (Napas), Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam informed about the use of artificial intelligence (AI) by criminals to "bypass" bank biometrics.

At the press conference, a reporter from Nguoi Lao Dong Newspaper asked questions related to the 1,000 billion VND gambling ring, in which the subjects used AI to create fake biometric videos, bypassing the bank's biometric authentication system, which was recently dismantled by Thai Binh Provincial Police. This is the first time this method has been recorded in Vietnam, showing the sophistication and complexity of money laundering activities in the digital age.

According to Mr. Pham Anh Tuan, the increasing number of technology crimes requires organizations to be aware of investing in technology to improve security and protect customers. We use AI to develop products, and criminals also take advantage of AI for criminal activities. In the above case, there is a situation where some applications of service providers do not meet the highest security standards, international certificates on electronic identification - eKYC.

"After the police discovered the scammers, the State Bank disciplined the service providers involved. In the near future, the State Bank will regulate the suspension of online service provision if the service provider does not meet international standards. The fight against cybercrime is a never-ending battle, so it requires the service providers to pay attention," said Mr. Tuan.

The State Bank is actively coordinating with the Ministry of Public Security to effectively implement Project 06 of the Government to deploy the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.

To date, about 57 million loan customer profiles have been reviewed and data compared with the National Population Database; more than 111.8 million individual customer profiles have been compared with biometric information.

Currently, the State Bank is deploying a series of solutions to both promote digital payments and ensure security and safety for users.

To prevent fake and fraudulent accounts, the head of the Payment Department said that there are regulations that credit institutions must send information about suspected fraudulent accounts to the State Bank to implement the project of building a suspicious data warehouse to share with credit institutions. To date, the data warehouse has collected over 350,000 suspicious accounts and will be shared with credit institutions in the spirit that any unit that sends information to the State Bank will be shared.

BIDV is the first bank to deploy warnings for suspected fraudulent or counterfeit accounts. Accordingly, when BIDV customers transfer money, they will receive a notification if the receiving account is suspicious. After a month of testing, more than 40,000 customers have decided to stop transactions with a value of 160 billion VND.

According to the plan, many other banks will apply it in the near future, such as Vietcombank, MB, Vietinbank, and Agribank. After that, the State Bank will summarize the initial application phase to overcome difficulties before deploying it to the entire banking industry after July 2025, contributing to early warning signs of fraud for users.

The main activities of Cashless Day 2025 will be continuously implemented from June to July 2025. Accordingly, the "Cashless Festival - Ting Ting Day" taking place on Nguyen Hue walking street, District 1, will open at 7:30 a.m. on June 14, and the activities at the festival will last until 9:00 p.m. on June 15. With many creative experiential spaces, the festival vividly recreates the cashless payment ecosystem, giving attendees the opportunity to interact with digital payment products and services in daily life. The festival is expected to attract 90,000-100,000 visitors.
