Checking a case of 'turnaround' in granting Ngoc Linh ginseng growing area codes with unusual signs

A business growing tissue-cultured Ngoc Linh ginseng applied for a growing area code but was rejected by the Kon Tum Provincial Department of Agriculture because it did not have enough grounds, but then the department suddenly 'turned around' and granted the growing area code to the business.

On June 3, a source from Tuoi Tre Online reported that Mr. Nguyen Huu Thap - Vice Chairman of Kon Tum Provincial People's Committee - directed the Department of Agriculture and Environment and Tu Mo Rong District People's Committee to inspect and clarify the issue of granting a code for Ngoc Linh ginseng growing area to a business in the area.

Refusing and then agreeing to grant a code for Ngoc Linh ginseng growing area

Previously, Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company filed a registration application for a ginseng growing area code for the company in Dak Kinh 1 village, Ngok Lay commune, Tu Mo Rong district.

The content of the registration for the growing area code is Ngoc Linh ginseng, area 2.1ha, expected output 3 tons, cultivation form in greenhouses and membrane houses.

On May 14, Kon Tum Province's Department of Agriculture sent an official dispatch to the Department of Agriculture and Environment of Tu Mo Rong District to discuss the company's application for a growing area code.

In the official dispatch, the Kon Tum Provincial Department of Agriculture stated that in nature, Ngoc Linh ginseng is a narrow endemic species, distributed in the Ngoc Linh mountain area. The plant grows in specific conditions of temperature, humidity, rainfall, altitude above sea level... with very high requirements for the environment, climate, and soil quality in the growing area covered by primary forest.

Growing Ngoc Linh ginseng in greenhouses has no scientific basis for the plant to grow, develop and yield. Therefore, the company's proposed growing area code does not have enough basis to issue a growing area code.

But surprisingly, on May 30, this unit changed its stance and issued a certificate of growing area code to the business.

According to the certificate issued to Mr. Nguyen Duy Thai, representative of Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company, the growing area has the code: VN-62-617-23404-13-25. The crop is Ngoc Linh ginseng, with an area of ​​2.1 hectares and an expected yield of 3 tons, applying clean agricultural standards.

Ginseng tissue culture or grown from seeds?

In the application for a growing area code, the People's Committee of Ngok Lay commune confirmed that the above company is researching and growing Ngoc Linh ginseng in the commune. The company has 12 greenhouses and 2 glass houses growing Ngoc Linh ginseng.

In response to this development, the Tu Mo Rong district government also expressed surprise. Mr. Vo Trung Manh - Chairman of the district People's Committee - said that he had requested the People's Committee of Ngok Lay commune to coordinate with relevant units to urgently check the accuracy of the confirmation of the issuance of the growing area code and the growing area of ​​Ngoc Linh ginseng for the company.

According to Mr. Manh, the company's farming diary states that the farm grows tissue-cultured ginseng. Meanwhile, the tissue-culture project has not yet evaluated the saponin content and chemical residue. But when granting the growing area code, it only states Ngoc Linh ginseng, there is no mention of tissue-cultured ginseng.

Mr. Manh said that it is necessary to clearly identify whether the enterprise grows ginseng by tissue culture or from seeds. If it is grown by tissue culture, has the agency in charge of the project established a council to evaluate the tissue culture project?

Based on the growing area diary provided by the company, most of the ginseng growing areas use tissue culture method, the rest do not clearly state the propagation method.

The expected yield of 3 tons of ginseng harvested on an area of ​​2.1 hectares is also an unbelievable number when compared with the actual yield grown by businesses and people under the forest canopy.

Tuoi Tre Online reporters contacted Mr. Nguyen Hoai Tam - head of the Kon Tum Provincial Department of Agriculture - to learn about the incident but received no response.

Meanwhile, Mr. Nguyen Duy Thai, representative of Ngoc Linh Kon Tum Ginseng Wine Joint Stock Company, replied that the company grows both tissue-cultured ginseng and ginseng from seeds, but did not specify the ratio, then said he was busy, did not answer any related questions, and hung up the phone.
