Regarding the case of the primary school principal being "accused" of bullying by teachers, speaking with a reporter from the Nguoi Lao Dong Newspaper , a leader of the Department of Education and Training (GD-DT) of Ca Mau province said that according to the current management hierarchy as well as the Law on Local Government, kindergartens, primary schools and secondary schools are under the management of the commune level.
The Chairman of the People's Committee of the commune or ward is the person who directs the settlement work, while the Department of Education and Training is only an advisory body for the Provincial People's Committee and does not directly manage people, apparatus and schools.

Tan Hung Primary School, where many teachers reported being oppressed by the principal
"The Department has no authority to handle disciplinary action or anything like that against the above mentioned school. However, after the reflection, the Department of Education and Training of Ca Mau province will forward the petition to the Ward People's Committee for inspection, review and handling according to regulations. If the ward does not handle the complaint satisfactorily, and the complaint is prolonged, the teacher has the right to report to the Provincial People's Committee...
The Department will collect information and coordinate with the Ward People's Committee to see if the reflection is correct and honest, then make adjustments so as not to affect the educational environment," he affirmed.
As reported by Nguoi Lao Dong Newspaper, previously, many teachers of Tan Hung Primary School (Ly Van Lam Ward, Ca Mau Province) "accused" the principal, Mr. Ng.D.Th., of being oppressed and not objective during the working process.
According to the teachers' presentation, on August 12, 2024, Tan Hung Primary School held a meeting to vote for Ms. PHV as vice principal. However, the vote counting results showed that Ms. V. did not have enough votes of confidence.
Teachers said that on August 18, 2024, Mr. Th. forced them to explain why they voted to trust or not trust Ms. V. "We know that it is not right to vote in secret and ask them to explain their full names, but out of respect for Mr. Th.'s request and responsibility for honesty, everyone complied," said a teacher.
After the explanation, the leaked information led to division, causing internal disunity and creating "2 factions" (those who trust and those who do not trust Ms. V.). Mr. Th. spoke in front of the group: "In this school, Ms. V. is a knowledgeable person, I will protect her to the end."
Regarding the above issue, Mr. Th. said that when appointing Ms. V. as vice principal, "the brothers in the Party cell and the Party committee were 100% in agreement", but when it came to the school, it "broke down". His request for teachers to explain the vote of confidence was to grasp the situation and was not mandatory.
Regarding the statement "in this school, Ms. V. is an intellectual", Mr. Th. explained: "I said teachers are intellectuals, not that this teacher is knowledgeable and that teacher is not, but people heard wrong.
I admit my mistake because I made a statement in the meeting that caused the teachers to mishear, because I thought that as the head of the agency, if I made the teachers think wrongly, whether right or wrong, I must take responsibility. I admit my mistake not because I saw it as wrong.
