Support the policy of supporting 100% of health insurance premiums for the elderly and students
According to the Resolution, Ho Chi Minh City will support 100% of health insurance premiums for people aged 65 to under 75 who have registered for permanent residence, are actually living in the area and have not yet enjoyed other support policies. For high school students and continuing education students, the city will support an additional 50%, bringing the total support level to 100% of health insurance premiums.

The elderly in the eastern part of Ho Chi Minh City support this policy because the city has maintained the social security policy for the elderly that the former Ba Ria-Vung Tau province had implemented. As for students, the new health insurance support level is higher than the old support level, so it is assessed that it will significantly reduce the financial burden for households in difficult circumstances.
The resolution takes effect from November 24, 2025, with an estimated budget of VND 1,953 billion per year, aiming to increase the health insurance coverage rate of all people in Ho Chi Minh City to 95% by the end of 2025.
Ho Chi Minh City effectively implements the rotation program of specialist doctors working in Con Dao
Since the arrival of specialist doctors to work in Con Dao, the number of people coming to the Con Dao Military-Civilian Medical Center for medical examination and treatment has increased by nearly 90%, from an average of 80 visits/day to more than 150 visits/day. Notably, specialist doctors from Ho Chi Minh City have coordinated to successfully perform more than 10 complicated surgeries, the first time they have been successfully performed right in the special zone.

Need to promote regional linkages to create momentum for supporting industries
Currently, most of the mechanical engineering and export manufacturing enterprises in the Eastern region of Ho Chi Minh City are facing challenges in terms of raw material sources. The reason is that the domestic supply chain is still lacking in connection, production costs are high, so they have to depend on imported sources. This reality poses the problem of forming a strong enough supporting industrial network, connecting enterprises in the region - from supplying materials, components to logistics and technical services.

Regional linkages will ensure the supply of materials for businesses.
Therefore, economic experts suggest that Ho Chi Minh City needs to form a strategic regional linkage center - a place where infrastructure, logistics and high-quality technical human resources converge. Because the connection between industrial parks, along with the connection between FDI enterprises and Vietnamese enterprises, will create a new momentum for the supporting industry - both increasing the localization rate and affirming the value of "Made in Vietnam" in the global supply chain.
