The Nguyen Binh Commune Party Committee issued many important documents to implement the Congress Resolution, including: Action Program No. 06-CTr/DU, dated October 14, 2025, to implement the Resolution of the 1st Nguyen Binh Commune Party Congress and the Resolution of the 20th Cao Bang Provincial Party Congress, term 2025-2030; Full-term work program of the Commune Party Executive Committee, term I, term 2025-2030 (Program No. 05-CTr/DU, dated November 8, 2025); Inspection and supervision program of the Nguyen Binh Party Committee, term I, term 2025-2030 (Program No. 04-CTr/DU, dated October 8, 2025).

Nguyen Binh Commune Party Committee has issued many important documents to implement the Congress Resolution. It has organized 02 commune-level conferences to study, learn, and disseminate directives and resolutions of the Central, the province, and the Resolution of the 1st Commune Party Congress. Commune Party Committee: Organized 02 conferences with a total of 202 participants. Affiliated Party organizations: Organized 44 conferences to disseminate the resolution with 920 participants (excluding party members exempted from activities or who studied directly at the commune). Fatherland Front and commune-level socio -political organizations: Organized 25 conferences to disseminate the resolution with a total of 2,070 participants.

The supervision work in Minh Tam commune is carried out according to Decision No. 72-QD/TU, dated October 16, 2025 of the Standing Committee of the Cao Bang Provincial Party Committee, on supervision of the Standing Committee of the Party Committee of the commune, ward and the Party Secretary of the commune directly under the Provincial Party Committee. The Party Committee of Minh Tam commune, established on the basis of merging two old communes, successfully organized the 1st Congress of Delegates on August 18 and 19, 2025.
The report shows that, immediately after the Congress, the Minh Tam Commune Party Committee issued a Resolution and directed Party cells, the Fatherland Front and socio-political organizations to widely deploy it to all cadres, Party members, union members, association members and the People. The study and dissemination of the Resolution of the 1st Minh Tam Commune Party Congress, term 2025 - 2030, was completed by grassroots Party cells before September 25, 2025. The dissemination conference of the Minh Tam Commune Party Committee was held directly on September 23, 2025 with 83/85 delegates attending, ensuring the key contents of the Resolution.

Minh Tam Commune Party Committee issued Plan No. 22-KH/DU dated August 29, 2025 on organizing conferences to study, disseminate and propagate the Resolution. Commune Party Committee level: organized a conference to directly study, disseminate and propagate the Resolution of the 1st Minh Tam Commune Party Congress, term 2025 - 2030. The conference was attended by 83/85 delegates (including Executive Committee members, Party cell secretaries, Party cell members of agencies and commune civil servants). Party cell level: Party cells completed the organization of studying and disseminating the Resolution of the 1st Minh Tam Commune Party Congress before September 25, 2025. In total, 35/35 subordinate Party cells deployed the study and dissemination of the Resolution, with over 800 Party members attending. Of these, 21 Party cells implemented the integration with Party cell meetings, and 14 Party cells organized direct conferences. The Fatherland Front and socio-political organizations developed plans and organized 25 conferences with more than 2,000 participants.
Propaganda work in Minh Tam commune was deployed synchronously and in diverse forms: Visual propaganda: Banners and slogans were hung at offices, cultural houses, commune centers, roads, and residential areas. Radio station: Directed the Department of Culture and Society to edit and broadcast news and propaganda columns on the commune radio station and hamlet loudspeakers.
