Overcoming difficulties due to arrangement, Quang Nam determined to disburse public investment

Along with the focus on resolving difficulties and attracting investment in many areas, at the regular meeting yesterday, June 3, Chairman of the Provincial People's Committee Le Van Dung also emphasized the need to focus on disbursing public investment and ensuring continuity in performing tasks, avoiding stagnation and delay due to the policy of arranging and merging administrative units.

Focus on public investment disbursement

Reporting at the working session with the Provincial People's Committee at the regular meeting to evaluate the direction, management and socio -economic situation in May and the first 5 months of 2025 held yesterday morning, June 3, Mr. Nguyen Van Thuong - Director of the Management Board (MB) of the Quang Nam Traffic Construction Investment Project said that in June, the project progress will be focused on accelerating, with the expected disbursement reaching 23%.

The reason for the slow disbursement is that the key projects in the Eastern region, the idea of ​​separation and integration has made many local officials "hesitate" and not organize implementation. The unit has actively coordinated but many localities have not paid compensation and created conditions for construction sites.

In addition, the resettlement implementation in some areas is very slow and is being actively urged. Difficulties in earthwork and construction materials also cause the construction progress to not meet the requirements.

“Currently, the board has assigned project officers and board leaders to coordinate with localities to resolve any problems, basically we must be drastic to have a site for construction. However, some cases are still stuck, in the coming time we will continue to direct and focus on resolving them,” said Mr. Thuong.

Mr. Vo Van Diem - Director of the Provincial Construction Investment Project Management Board said that up to now, the unit has been assigned capital of 1,142 billion VND, and has disbursed 417.5 billion, reaching 36%, a relatively good rate compared to the average of other provinces.

ODA projects are well implemented, previous projects have been cleared and are under construction. It is expected that by June 30, about 43% will be disbursed and we will strive to disburse up to 50% by July 30.

“The provincial construction investment project management board has many relatively large land clearance projects. However, like many other units, it is still facing difficulties due to the lack of care from the commune-level authorities.

The second difficulty is the source of materials, especially sand and stone. The volume of materials needed is very large but the supply is quite scarce, many construction units find it difficult to buy even though the price has doubled, causing difficulties for contractors. The Board has strongly directed and required contractors to focus on construction according to the original committed plan" - Mr. Diem said.

Don't let the work stagnate

Regarding national target programs (NTPs), Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that in the context of the time to arrange administrative units according to the new model is approaching, the remaining work is still quite large.

Mr. Tran Anh Tuan requested that Phuoc Son and Bac Tra My localities urgently re-evaluate the criteria for the goal of escaping poverty in the 2021-2025 period, especially Bac Tra My district.

In the National Target Program on New Rural Development (NTM), Mr. Tuan requested that localities also need to promptly evaluate and complete the criteria to prepare for the handover summary when merging.

The two advanced NTM districts, Phu Ninh and Duy Xuyen, must be carefully evaluated and reviewed. At the same time, the Provincial People's Committee will work with Tien Phuoc district to announce the NTM district in early June. Regarding social housing, it must also be resolutely implemented according to the general direction of the Prime Minister .

Praising the achievements in the context of many difficulties due to internal and external factors, Chairman of the Provincial People's Committee Le Van Dung said that the collective leadership of the Provincial People's Committee and departments, branches and localities have focused strongly in directing and operating, basically the growth indicators of Quang Nam have achieved the set goals, especially economic growth.

“No matter how difficult it is, no matter what the arrangement model is, we must focus on directing strongly to achieve the goals and tasks set at the beginning of the year.

Strategic projects in attracting investment such as Cua Lo stream; THACO's 451ha project, HOIANA and HYOSUNG projects must be accelerated. Provincial and communal levels must be more drastic and stronger in disbursing public investment capital. It cannot be said that because of the merger, it cannot be done.

In addition, it is necessary to continue to accompany and remove difficulties for businesses to ensure double-digit growth. Administrative reform must be fast, drastic, and synchronous, avoiding complications and troubles for investors" - Chairman of the Provincial People's Committee Le Van Dung directed.

The Chairman of the Provincial People's Committee also requested to remove difficulties in the scarcity of material supply, strongly decentralize to the commune level, request to review the responsibilities of heads of departments or officials who have a giving-up mentality, causing difficulties in disbursing public investment capital. Units need to prepare and guide the transfer of tasks from higher levels to communes, not leaving gaps in the implementation of national target programs.

In addition, the education sector is required to successfully implement the 10th grade entrance exam, high school graduation exam and ensure facilities for the new school year. Along with focusing on major cultural events, the culture, sports and tourism sector must proactively attract investment in this field.

Chairman of the Provincial People's Committee Le Van Dung noted the completion of electronic medical records, ensuring facilities and medicines, and focusing on eliminating temporary housing. Science and technology tasks and digital transformation must be carried out with determination, ensuring funding, and promptly digitizing documents; at the same time, focusing on resolving complaints and denunciations, and implementing well the Central Government's regulations on citizen reception...
