
Identifying the site clearance for the Lao Cai - Hanoi - Hai Phong Railway Project as a key and urgent task, the Party Committee and People's Committee of Ha Dong Commune are focusing on removing obstacles and speeding up progress to hand over clean site on schedule.
Proactive and decisive
The railway line passing through Ha Dong commune is 7.8 km long with a total land area of about 39.8 hectares recovered from more than 400 households, with a cost of nearly 800 billion VND for site clearance. In addition to the main line, the project also includes important items such as: 2 resettlement areas in Nhan Bau and Thieu My villages, expansion of Tien Kieu village cemetery and relocation of Nhan Bau landfill.
Immediately after the city's policy, the People's Committee of Ha Dong commune urgently established a steering committee and a compensation, support and resettlement council, and developed a specific plan for each item. Up to now, the commune has basically completed the statistics and inventory of land and assets on land, clearly classifying the origin of each plot of land to serve as a basis for compensation and support. Mr. Trinh Van Bay, in Kien Nhue village, said: "When I was informed about the policy of reclaiming land for railway construction, my family immediately agreed. I also mobilized and propagated for everyone in the family to agree with the compensation plans."
Mr. Nguyen Van Khanh, Head of the Economic Department of Ha Dong Commune, said that this is a project with a very large volume of land clearance, affecting many households, so the government determined that it needs to be done carefully, openly and transparently to create consensus. "The commune's goal is to ensure progress and ensure the legitimate rights of the people, and not to let complicated complaints occur."

For the Nhan Bau resettlement area, the Compensation Council supported the development of a resettlement plan for 77 households with a total area of 21,946 m². The commune is coordinating with the West Hai Phong Construction Investment Project Management Board to complete the technical infrastructure, ensuring conditions for early handover of land to households.
Thieu My resettlement area consists of 68 households, with an area of 32,010 m². The commune is coordinating to verify the land origin of households, clarifying the legality of each case before publicizing the plan. This is an important step to avoid errors, ensure compensation payment and resettlement land allocation to the right subjects. During the implementation process, the commune also recommended that the investor consider and supplement the planning of the traffic route connecting Thieu My resettlement area to ensure convenience for people to travel after settling in their new homes.
According to the People's Committee of Ha Dong Commune, resettlement is the key step to make people feel secure when moving. Therefore, the locality closely coordinates with the city's specialized agencies to speed up the progress of infrastructure, electricity, water and transportation.
Remove each blockage
Along with the 2 resettlement areas, other auxiliary items are also being focused on synchronous implementation. With the Thieu My village cemetery project, the compensation plan for 11 households (total area of 5,000 m²) has been approved, with a total cost of nearly 3.8 billion VND. 100% of households have signed the compensation plan and handed over the site to the construction unit. This is an important result, demonstrating the consensus and support of the people for the general policy of the locality. For Duong Thang cemetery (Tien Kieu village), the Commune People's Committee completed the dossier and submitted it to the Department of Construction for appraisal of the master plan, as a basis for implementing the next steps.

Comrade Vu Duc Hanh, Secretary of the Ha Dong Commune Party Committee, requested the specialized departments to focus on completing the documents, promptly pay compensation to 11 households in the Thieu My cemetery project and immediately hand over the site to the contractor. The commune also reviewed all contracts, urged the construction units to speed up the progress, and reasonably arrange the location of the graves to ensure that the project's progress is not affected.
At the same time, propaganda and mobilization work was strengthened; commune and village officials went directly to each household to explain policies and regulations, helping people understand their rights and obligations. Cases with outstanding issues regarding land origin in the two resettlement areas of Nhan Bau and Thieu My were classified, and coordinated with relevant agencies to review and verify them specifically.
“Every step is open and transparent. People are invited to attend meetings, express their opinions and have direct dialogue. Thanks to that, most households agree and support the project,” said Mr. Hanh.
Chairman of the People's Committee of Ha Dong Commune, Hoang Van Dai, said that according to the plan, the total budget for site clearance in the commune is expected to be 798 billion VND. This is a large amount of money, related to many items, requiring the locality to do a good job of managing and using the budget for the right purpose and in accordance with regulations.
It is expected that by the end of this year, Ha Dong commune will basically complete site clearance and hand over to investors and construction units.
