In the first 5 months of the year, Nguyen Van Linh commune (Yen My) received 560 administrative procedure (AP) files, of which 476 files were received and processed online, reaching 85%. The subjects coming to do administrative procedures at the commune are mainly workers who are not proficient in using information technology, so implementing the entire online public service is a big challenge.
Taking the morning off to complete legal procedures, Mr. Le Nhu Hai, a resident of Lac Cau village, Nguyen Van Linh commune, was initially quite confused when he was instructed to submit his application through the National Public Service Portal. However, after being guided and supported by the officers and civil servants of the one-stop shop, he completed the administrative procedure and received the results on the same day.
Mr. Hai shared: Logging in and submitting online administrative procedures on the Public Service Portal is not too difficult, but there is a lot of information that needs to be remembered to operate correctly. This is also the first time I logged in to submit documents, so many types of documents had to be digitized and pushed into the system. Thanks to the enthusiastic support of the officers and civil servants of the one-stop department, I completed the procedure and received the desired results. Not only that, I have basically grasped the operations of submitting online administrative procedures so that I can perform them right at home with many different administrative procedures on the National Public Service Portal.
To promote and support people, at the one-stop department, the commune arranged a computer for people to look up administrative procedures, posted propaganda leaflets, and provided instructions on logging into the National Public Service Portal to submit administrative procedures online. Civil servants at the one-stop department were on duty to support people in digitizing their records as well as providing instructions on logging into electronic identification accounts, submitting and looking up administrative procedures, and paying fees and charges online.
Mr. Nguyen Van Huu, a resident of Thanh Xa village, Nguyen Van Linh commune, shared: We, the rural people, are not yet proficient in using smart devices, so logging into our electronic identification accounts to submit applications for administrative procedures is still confusing. When I arrived at the commune, I was enthusiastically supported by the officers and civil servants at the one-stop shop. They guided me on how to log into my VNeID account, look up administrative procedures and the steps to submit applications. At first, I found it difficult and time-consuming, but with their persistent guidance and support, after a few times of doing it, I was able to do it proficiently. Now, with many types of personal identification documents that have been digitized and are available on the data system, I can exploit them to submit applications for administrative procedures right at home, which is very convenient.
Although the commune has invested in a separate internet connection for the one-stop shop to ensure stable and smooth operation, the biggest difficulty in implementing online public services throughout the process is the information technology infrastructure. Many times the network has errors and congestion, causing people's administrative procedures to be "frozen", prolonging the time to process administrative procedures. In addition, many people are not familiar with information technology, making it difficult to submit online administrative procedures.
Mr. Pham Van Tuyen, Vice Chairman of the People's Committee of Nguyen Van Linh Commune, said: With the highest effort and determination, the commune has supported and guided many people to initially access online public services. The People's Committee of the commune uses many methods of propaganda, guidance and support for people with the desire to help people master the operations to be able to submit administrative procedures online anywhere with internet connection and smart devices. On the other hand, it is possible to monitor and supervise the status of their application when participating in using online public services at level 3 and level 4.
