The arrangement and streamlining of the political system is a correct policy of the Party, in line with the requirements of innovation and improving the effectiveness and efficiency of the government at all levels. Implementing this policy, in the province, thousands of part-time workers at the commune level, the government's extended arm to the people, will have to quit their jobs or be assigned new jobs. No longer undertaking the familiar jobs they have been attached to for a long time, they also have concerns and worries about the future.
At the age of 33, Ms. Truong Thi Thuy, Office of the Party Committee of Viet Hung Commune (Van Lam) has worked for 7 years, holding many positions: Vice President of the Commune Farmers' Association, Deputy Secretary of the Commune Youth Union, and Office staff of the Commune Party Committee. She was trained in Political Science at the Academy of Journalism and Propaganda, and has a Master's Degree in Party Building and State Administration from the Ho Chi Minh National Academy of Politics. Over the past 7 years, Ms. Thuy has always fulfilled her assigned tasks well. However, when implementing the commune-level arrangement and building a two-level local government, Ms. Thuy and 6 other part-time workers of Viet Hung Commune will have to quit their jobs.
Ms. Thuy shared: Previously, policies were only focused on officials and civil servants. Now the Central Government has directed to build a regime for non-professional workers, which makes us very excited. However, we hope that the policy needs to consider the job position and actual time of contribution, not just based on the time of social insurance payment.
Ms. Thuy's thoughts are the common reality of the team of non-professional workers at the commune level in the province. Mr. Dang Van Tam (born in 1989), Deputy Commander of the Military Command of Hai Thang Commune (Tien Lu) said: Although not on the payroll, my work standards, responsibilities and workload are not inferior to civil servants. In fact, the level of direct contact and work resolution with the people is even more frequent. When streamlining the organizational apparatus, non-professional workers like me will have to quit their jobs. I am over 35 years old, finding a suitable new job is very difficult, so there is a need for a mechanism to support new job creation.
Mr. Tam suggested that after the reorganization, the commune area will be larger, if the number of civil servants does not increase, it will be difficult to ensure jobs. Therefore, I hope that the Central Government will consider continuing to use part-time workers under the form of labor contracts or work support to ensure operational efficiency and maintain psychological stability for those who have been attached to the job for a long time.
In Pham Hong Thai commune (Khoai Chau), there are currently 9 part-time workers. According to Mr. Nguyen Thanh Oai, Secretary of the Party Committee of Pham Hong Thai commune: The team of part-time workers in the commune has promoted their capacity, qualifications, worked with enthusiasm and responsibility, becoming an "extended arm" to help the government operate smoothly. In particular, many young people are increasingly standardized in terms of qualifications and capacity. Through understanding their thoughts, they expect new policies to be issued soon, strong enough and practical. We also hope to create conditions for them to work on seasonal contracts or suitable jobs in the village.
According to information from the Department of Home Affairs, Hung Yen province currently has about 1,500 part-time workers at the commune level. Developing a reasonable retirement support policy for this force not only shows recognition for their contributions, but also serves as a basis for promoting the process of streamlining the payroll in a humane and responsible manner.
