To be recognized as a model new rural commune (NTM), the locality must ensure that it meets 4 criteria, including one of the model content regulations in the most prominent areas such as: Production organization,education , culture, environmental landscape, security, order, digital transformation... The selection of outstanding criteria has created a unique mark, true to the "model" character of each rural area.

By 2025, the province strives for 45% of communes to be recognized as meeting the standards of a model new-style rural commune. To achieve this goal, from the first months of the year, the province has stepped up propaganda and mobilized localities to continue improving the quality of criteria, guiding localities to select outstanding criteria, promoting local strengths to implement outstanding criteria. The Steering Committee for the national target program on new-style rural construction of the province, districts and sectors in charge of criteria have actively supported and guided localities in implementation. In localities, attention is paid to selecting outstanding criteria, prioritizing resources to implement these criteria in a way that is suitable to the "strength" of their localities in order to complete and achieve high efficiency in building a model new-style rural area.

With the goal of striving to become a model new-style rural commune that excels in the field of production organization in 2025, the Party Committee, government and people of Ha Le commune (An Thi) have been focusing on improving the quality of criteria, focusing on implementing the production organization criteria.

Mr. Nguyen Trong Truong, Chairman of Ha Le Commune People's Committee, said: Along with taking advantage of capital support from higher levels and mobilizing from the people, the commune continues to implement many solutions to improve production efficiency. The commune propagates and mobilizes people to develop the economy associated with developing local key crops; actively applies scientific and technical advances to production associated with implementing the OCOP program and building concentrated production areas.

Up to now, the commune has formed 7 concentrated production areas with an area of nearly 60 hectares; the average income per hectare of fruit trees reaches 200 million VND/year or more. The commune has established 6 effective cooperatives and has 4 agricultural products recognized as OCOP products.

In Toan Thang commune (Kim Dong), to make education a "mark" in the model new rural area, the commune has invested in expanding school campuses, and actively mobilized capital sources to continue renovating, repairing and constructing items and works serving teaching and learning. From 2023 to present, the commune has mobilized nearly 50 billion VND to upgrade 20 classrooms, build 30 new classrooms and install learning equipment... for schools in the commune. Up to now, the rate of solid classrooms at all levels in the whole commune has reached 100%. The commune has met the standards for eliminating illiteracy at level 2... Primary and secondary schools have multi-purpose gymnasiums; established sports clubs and maintained regular activities... The commune has basically completed the contents, ensuring the requirements of the criteria.

To date, the whole province has 57/139 communes recognized as meeting model NTM standards (calculated according to the number of communes before the arrangement of commune-level administrative units in 2024), reaching a rate of 41%.
