During the repair process, damaged construction materials, household items, green branches discarded during pruning... are all hired by homeowners and production and business establishments in Vinh Ngoc and Vinh Hiep communes to be transported to this location. Vehicles dumping debris and garbage take place throughout the day, most often from 8am to 9am. This situation has been going on for over a year now, because no one has reminded or handled it, so more and more debris and waste has accumulated.

Residents in this area also said that the dumping of waste and garbage has been going on for a long time, turning this place from a clean, empty lot into a spontaneous landfill. At many times, people come to burn garbage to collect scrap, causing air pollution, affecting people's lives. The location of the collection point is right next to Dua Bridge (a branch flowing into Quan Truong River), at times garbage and waste are even dumped into the river, greatly affecting the environment and urban beauty. Residents have recorded videos and taken photos of garbage and waste trucks in this area and sent them to the authorities, but so far they have not been handled. Mr. Nguyen Thanh Kien - Head of Phu Nong Nam Village (Vinh Ngoc Commune) said: "This situation has been going on for a long time, affecting the environment and lives of local people. Therefore, we hope that the authorities of the commune and city will quickly handle it to restore order and ensure the landscape and environment."

During the inspection process in the afternoon of the same day, cadastral, agricultural, construction and environmental officials of Vinh Ngoc Commune determined that this was an illegal collection point of waste and garbage, and the people's reflection was true. Mr. Nguyen Thanh Hy said: “This week, the locality will coordinate with relevant functional units to thoroughly handle the illegal gathering of waste in this area; punish acts of illegal dumping of waste and garbage into the environment according to regulations.
