At the time of inspection, in some vacant lots in Dia Tuong area, there were 13 structures with corrugated iron roofs and walls, with an area of ​​15 to 20 square meters ^. In Dong Ro area, there was a row of 7 corrugated iron houses close together, with electricity, lights, some household items and people living in them. After the inspection, the working group continued to complete administrative procedures to handle violations in the field of land and construction for the above cases; at the same time, propagandize to help people in this area understand the law and stop violations.

Mr. Nguyen Anh Tuan - a civil servant of land, agriculture, construction and environment of Vinh Thai commune said that these houses are all illegal constructions on agricultural land. The construction and assembly of corrugated iron sheets often takes place at night and on weekends. The structure of the house is simple, so the construction is carried out very quickly, within a few hours. After the corrugated iron house is built and assembled, the homeowner hires people to live there, causing difficulties for the authorities in the handling process. The above areas where land and construction violations occur are in areas preparing to implement projects such as: General administrative headquarters for departments, branches and sectors under the Provincial People's Committee, Provincial Police headquarters, mixed urban area of ​​Nha Trang city... According to statistics of Vinh Thai commune People's Committee, in March, Vinh Xuan village alone had nearly 30 cases of land violations.

In the past, the People's Committee of Vinh Thai commune has continuously inspected, including Saturdays, Sundays and at night; applied preventive measures, prepared records for handling, and temporarily seized many exhibits and means of violation (construction materials, machinery, etc.), however, violations still continue. Most violators avoid and leave the place of violation when they discover the working group of the People's Committee of the commune.

Strengthening coordination to handle the issue thoroughly

Mr. Nguyen Truong Nhat Nguyen - Vice Chairman of Vinh Thai Commune People's Committee said that the land and construction violations in Vinh Xuan village in the past time showed signs of taking advantage of resettlement policies when the project was implemented, causing insecurity and disorder in the locality. Therefore, the Commune People's Committee has directed the Commune Police to grasp the situation and inspect in accordance with the law against those who intentionally violate the land and construction sector to ensure the implementation of projects in the commune.

On the other hand, most of the violations were inspected and detected by the working group of the Commune People's Committee. Therefore, the Commune People's Committee reminded and requested the village chiefs, specialized departments of the commune and the Commune Police to seriously implement Plan No. 123 dated January 20, 2025 of the Vinh Thai Commune People's Committee on coordination in managing construction order, land management, environment, urban aesthetics and mineral exploitation in the commune in 2025. The Vinh Thai Commune People's Committee also requested the village chiefs to enhance their role and responsibility in supervising the area, especially in the field of land and construction; regularly and daily inspect the management area, focusing on the planning area of ​​the provincial administrative center, mountainous areas in Thuy Tu and Dat Lanh villages...; promptly report to the Commune People's Committee when detecting violations. The commune's land and construction officials shall strengthen inspections and be responsible before the law and the Chairman of the Commune People's Committee if violations are not detected and handled promptly; Coordinate propaganda and dissemination of policies and laws in the field of land and construction to officials and people in the area.

In addition, the Commune People's Committee proposed that the Commune Party Committee direct the village Party cell secretaries and village Party committees to enhance their roles and responsibilities in implementing Resolution No. 18 dated April 28, 2022 of the Nha Trang City Party Committee on strengthening the Party's leadership in the management of land, minerals, construction order and urban order and beauty. Vinh Thai Commune People's Committee also widely informed the people about the strict sanctions according to the provisions of law for cases of encroachment and illegal construction. At the same time, there was a written report and proposal to the City People's Committee to direct specialized departments and offices to support the Commune People's Committee to ensure the effectiveness of state management in the field of construction and land in the locality.
