The Government has issued Decree 147/2024/ND-CP on the management, provision and use of the Internet and online information. This Decree applies to domestic organizations and individuals, foreign organizations and individuals directly involved in or related to the management, provision and use of Internet services and online information.

Decree 147 includes many new regulations, including the management of cross-border information provision, authentication of Internet user accounts, information monitoring, and the prevention and removal of illegal information online.

The Decree also clearly states that only verified accounts are allowed to post information (write articles, comment, livestream) and share information on social networks. Therefore, when it was issued, the Decree attracted special attention from the Vietnamese Internet community.

Speaking with VietNamNet, Mr. Vu Ngoc Son, NCS Technology Director, said that the birth of Decree 147 will have a great impact on raising personal awareness of Internet users, reducing false information and playing an important role in protecting the community and social order.

To explain more specifically, according to expert Vu Ngoc Son, when accounts are linked to authentic information, users will be more careful in sharing and commenting, because they must be responsible before the law and the community for what they publish online.

Authentication requirements also help limit anonymous or fake accounts. These are often the source of misinformation, fake news and harmful content. Users must be more aware of the consequences of sharing inaccurate information, thereby contributing to creating a healthier cyberspace, ” said expert Vu Ngoc Son.

For the community and social order, NCS Technology Director said that account authentication not only protects individuals but also makes it easier for management agencies to prevent and handle cases of law violations online.

This is especially important for harmful content such as violence, incitement, fraud or content that infringes on the legitimate interests of other individuals or organizations.

From the perspective of an Internet service provider, Ms. Mai Thi Thanh Oanh, Deputy General Director of Coc Coc, said that Decree 147, which has just been issued, will have an impact on all activities of managing, providing and using Internet services and information on the network.

One of the notable points is the regulation on verifying social network user accounts. Accordingly, users are required to provide full personal information to post, comment, or livestream.

According to Ms. Oanh, this regulation will help increase transparency, limit false and fake information, thereby contributing to preventing online scams. Users participating in social networks with real identities will have a higher sense of responsibility when posting, discussing or sharing content. Therefore, this regulation will help create a safer online environment.

However, Coc Coc's Deputy General Director also said that many users may be hesitant to verify their personal information. This could reduce the number of users or limit activities such as commenting and public sharing.

Social networking platforms will face the challenge of ensuring a convenient and comfortable experience for users while not causing users to worry about privacy ,” Ms. Oanh commented.

This regulation also contributes to combating the misconception of many Internet users, which is to consider cyberspace as virtual space, and because it is virtual, they can say and do anything online, even breaking the law.
