Building policies for part-time activists in villages and residential groups

(laichau.gov.vn) Develop a Government Decree on the organization of activities of villages and residential groups and a number of regimes and policies for part-time workers in villages and residential groups, to be completed by November 2025.

Deputy Prime Minister Nguyen Hoa Binh has just signed Decision 1589/QD-TTg dated July 24, 2025 of the Prime Minister promulgating the Plan to implement the Law on Organization of Local Government No. 72/2025/QH15.

In particular, regarding the development and promulgation of documents detailing and guiding the implementation of the Law on Organization of Local Government, according to the plan, the Ministry of Home Affairs will preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies and organizations to develop:

1. Resolution of the National Assembly Standing Committee on administrative unit standards, to be completed in September 2025.

2. Decree of the Government stipulating the number of Vice Chairmen of the People's Committee; the number and structure of members of the People's Committee;   Procedures for requesting approval of the results of the People's Council's election, dismissal, and removal of the Chairman and Vice Chairman of the People's Committee; procedures for transferring and removing the Chairman and Vice Chairman of the People's Committee, and delegating the authority of the Chairman of the People's Committee, to be completed in August 2025.

3. Government Decree on classification of administrative units, to be completed in September 2025.

4. Government Decrees promulgating model working regulations of People's Committees at provincial and commune levels, to be completed by September 2025.

5. Decree of the Government stipulating the tasks, powers, organization and operation of the People's Committee, Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committee of the special zone as prescribed in Clause 2, Article 28 of the Law on Organization of Local Government, to be completed in September 2025.

6. Decree of the Government stipulating the tasks, powers, organization and operation of the People's Committee, Chairman of the People's Committee, specialized agencies, and other administrative organizations under the People's Committee of the special zone as prescribed in Clause 2, Article 28 of the Law on Organization of Local Government, to be completed in September 2025.

7. Government Decree guiding the consultation of voters on the establishment, dissolution, merger, division, and adjustment of administrative unit boundaries, to be completed in October 2025.

8. Government Decree on the organization of activities of villages and residential groups and a number of regimes and policies for part-time workers in villages and residential groups, to be completed in November 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice and the Government Office to submit to the Government for promulgation Decree No. 150/2025/ND-CP dated June 12, 2025 regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones under provinces and centrally run cities.
