Building a superior mechanism for developing security industry

Continuing the working program, on the morning of October 14, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization.

The Law on National Defense Industry, Security and Industrial Mobilization was passed by the 15th National Assembly at the 7th session and will take effect from July 1, 2025.

However, immediately after the law was passed, many major policies of the Party related to the security industry were newly issued, especially the resolutions of the Politburo with many new policies and orientations that have not been institutionalized in the law and need to be further studied and included in the content of the law to perfect the legal basis for building and developing the security industry.

In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Government continue to review the Party's policies, guidelines and viewpoints on the defense industry and security industry, especially Conclusion No. 158-KL/TW of the Politburo, ensuring full and comprehensive institutionalization in the draft law, meeting the urgent needs of the practical situation of developing the security industry system, forming a security industry complex, establishing an investment fund for security industry development and building outstanding mechanisms and policies suitable for security industry development.

The Vice Chairman of the National Assembly also requested the Government to review regulations on the Security Industry Development Investment Fund and the national security industry complex, clearly distinguish and avoid duplication of expenditure contents between the defense industry fund and the security industry fund; and supplement principles for developing these two funds.

Focus on regional linkages in national master planning

Previously, the National Assembly Standing Committee gave opinions on adjusting the national master plan for the 2021-2030 period, with a vision to 2050.

The preliminary review report on the adjustment of the master plan by the Economic and Financial Committee shows that, in terms of adjusting socio-economic zoning, the number of regions is basically kept unchanged at six.

However, the structure and scope of each region have changed greatly in terms of the number of provincial-level administrative units, area and population size due to the impact of the arrangement and merger of provincial-level administrative units.

The National Assembly Standing Committee requested the Government to clarify how this zoning change will impact and influence the development orientation of each region; assess the internal connectivity of each region, especially the connectivity between coastal and mountainous areas.

Concluding the content, Vice Chairman of the National Assembly Vu Hong Thanh suggested that the Government consider and supplement the viewpoints and principles for adjusting the national master plan in the direction of promoting stability and long-term, ensuring high predictability, having a solid scientific and practical basis, avoiding term-based thinking or local, short-term adjustments, and handling situations.

Continue to fully institutionalize the viewpoints and guidelines in the Politburo's resolutions, closely follow the Politburo's Regulation No. 178-QD/TW on controlling power, preventing and combating corruption and negativity in law-making work, and at the same time, clarify the basis and impact of the new zoning plan, especially for the two regions of North Central, South Central Coast and Central Highlands, closely linking socio-economics, environment, national defense and security, creating complementary advantages and opening up new development space.

Early this morning, the National Assembly Standing Committee gave opinions on the draft Law on Planning (amended).

Regarding overcoming institutional and legal bottlenecks in planning, the Standing Committee of the Economic and Financial Committee believes that it is not possible to solve everything by simply amending the Law on Planning, but it is also necessary to review and synchronously amend legal regulations on planning in the planning system, legal regulations on general investment and investment in specific fields, and improve the effectiveness of law enforcement.

Concluding this content, Vice Chairman of the National Assembly Vu Hong Thanh suggested that the Government study the scope of amending the current Law on Planning, focusing on urgent and important issues that need to be amended immediately, avoiding handling one issue and causing conflicts at another point; fully embodying the Party's directions and policies in the law.

Setting a vision in mineral management and environmental protection

On the same afternoon, the National Assembly Standing Committee gave opinions on: Draft Law amending and supplementing a number of articles of the Law on Geology and Minerals; Draft Law amending and supplementing a number of articles of laws in the fields of agriculture and environment; Submission No. 40/TTr-CP dated September 11, 2025 of the Government on seeking opinions on the draft decree of the Government stipulating a number of specific policies for the development of the rocket industry.

Regarding some basic contents of the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals, Acting Minister of Agriculture and Environment Tran Duc Thang said: The Law on Geology and Minerals 2024 has provisions on the management of strategic minerals, including rare earths.

However, this is currently a special commodity that has a great impact on national defense, security, and diplomacy globally, requiring strict management mechanisms to create motivation to promote the development of the mining, processing, and use industry in a synchronous, effective, and sustainable manner of rare earth, bringing practical benefits to the country.

Reviewing the draft law, the Standing Committee of the Science, Technology and Environment Committee proposed clarifying a number of related regulations: Time limit for holding priority rights to submit applications for rare earth mining licenses; number of mining licenses granted to organizations and individuals, especially foreign organizations and individuals.

Commenting on the draft law, Vice Chairman of the National Assembly Nguyen Duc Hai raised the issue of the situation of mineral mine auctions that take place overnight, at unusually high prices, but still attract a large number of participants, thereby calling for attention to management work to avoid exploitation, loss, and waste.

Agreeing with the above opinion, Chairman of the National Assembly Delegation Work Committee Nguyen Thanh Hai suggested that the drafting agency pay more attention to environmental protection after exploitation and the rights of communities and localities where mineral mines are located.

Speaking at the working session, National Assembly Chairman Tran Thanh Man requested the drafting agency and the agency reviewing the draft law to pay special attention to removing bottlenecks and obstacles of the current law by adding regulations on training and financial support to help commune-level authorities overcome the shortage and weakness of environmental officers.

Citing the direction of General Secretary To Lam at the Government Party Congress and the Ho Chi Minh City Party Congress, the National Assembly Chairman requested finding solutions to the problems of climate change and rising sea levels in urban areas.

Notably, the capital Hanoi has been "flooded for half a month without the water receding", the National Assembly Chairman suggested learning from the experiences of countries around the world, urgently sending the draft law to be processed in time, and submitting it to the National Assembly at the upcoming 10th session.
