Building Da Nang into a "Center for Innovation, Creativity, High Technology and Startups"

During the past term, the Da Nang Party Committee has concretized the strategic orientation on science and technology, innovation and digital transformation. This is considered an important foundation to build Da Nang into a "National Center for Innovation, Creativity, High Technology and Startups" according to the expectations and spirit of the Central Resolution.

Over the past 5 years, Da Nang city has achieved many outstanding achievements in science and technology, innovation and digital transformation. The city has completed 32/75 tasks assigned under Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, reaching a rate of nearly 43%, among the top 5 localities in the country. In recent times, Da Nang city has invested heavily in science and technology, innovation and digital transformation. In the period of 2021-2025, the City People's Council has approved a list of 66 science and technology, innovation and digital transformation projects, with a total budget of 2,400 billion VND.

In 2025, Da Nang will implement 5 science and technology infrastructure projects with a total capital of 845 billion VND; prepare to invest in 61 projects in the 2026-2030 period, worth more than 1,500 billion VND. In the 2021-2024 period, Da Nang city will support 43 businesses with a budget of 4 billion VND and 31 tasks with a budget of nearly 6 billion VND to develop startup products and innovation. According to Ms. Tran Thi Thanh Tuyen, a member of the AI ​​- Enfue artificial intelligence application project, Da Nang is a "fertile land" that attracts many startups to choose to stop and start their businesses. "Da Nang is growing and has a lot of support for businesses, especially businesses with new ideas and in the early stages of starting a business. Agencies and departments support a lot for the projects.

In recent times, Da Nang has achieved three major results in science and technology, innovation and digital transformation: Building a foundational institution for the development of science and technology and innovation; Developing modern information technology infrastructure, facilitating digital transformation and digital economy ; Attracting high-quality human resources, especially in the fields of information technology and semiconductor microchips.

At the end of July, Da Nang city launched the Fab-Lab Project for Advanced Packaging Technology Production with a total investment of 1,800 billion VND invested by VSAP Lab Joint Stock Company. The project is built on an area of ​​nearly 2,300 m2 in the Concentrated Information Technology Park - Da Nang Software Park No. 2, expected to be completed and put into operation in the fourth quarter of 2026. This is one of the foundation projects, the core of forming a semiconductor industry innovation cluster in Da Nang and Vietnam, serving fields such as AI chips, biomedical devices, high-speed communication. After completion and put into operation, the expected design capacity is 10 million products/year, serving the domestic and international markets. During the preparation of this project, Da Nang proactively took advantage of the Central Government's special mechanisms, integrating resolutions of the City People's Council on infrastructure support and semiconductor human resource development.

This project is expected to become the core of the strategy to form a semiconductor innovation cluster in Da Nang, contributing to building the city into a high-tech center. In the coming time, Da Nang city commits to continue to accompany and support businesses to invest, upgrade and expand the project in a synchronous and modern direction; create the most favorable conditions in terms of administrative procedures, auxiliary infrastructure, etc. so that the project can be implemented on schedule, with absolute quality and safety.

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development, Da Nang city identifies science, technology, innovation and digital transformation development as the top important breakthrough and the main driving force in the city's socio-economic development.

The city's project to develop the semiconductor and artificial intelligence sector also sets the goal by 2030 to make Da Nang one of the top 3 centers in the country in microchip design and artificial intelligence (AI) application; forming a network to train high-quality human resources and an innovation ecosystem in the semiconductor - AI industry. In particular, Da Nang strives to have more than 70 science and technology enterprises (including 5 large science and technology enterprises), 500 innovative startups by 2030; the proportion of the digital economy reaches 35-40% of GRDP.

Da Nang has been honored as an attractive city for startups for 4 consecutive years, ranking 5th in the country in the local innovation index in 2024. Notably, in 2025, Da Nang entered the Top 1,000 cities with typical global startup ecosystems for the first time, according to StartupBlink's assessment. This is a recognition of the city's right direction and strategic vision...

The results achieved in the past term not only show the determination of the city government but also lay the foundation for Da Nang to grow stronger.

Entering a new phase, Da Nang city has identified three major key goals: Becoming a national startup and innovation center; a digital transformation center in Southeast Asia; an international financial center, with its own advantages in digital finance and data as an asset.

To realize this goal, the city has deployed eight strategic action programs, from developing digital infrastructure, science and technology infrastructure, startup ecosystem to human resources, digital government, digital industry and cybersecurity.

After the merger, Da Nang City has many opportunities, chances and room for development. The Central Government has placed great expectations on the locality with the orientation of becoming a growth pole of Vietnam, with high competitiveness in the Asia - Pacific region, playing a pioneering role, leading localities in the process of modern development. Da Nang will become a "national center of innovation, creativity, high technology and startups", pioneering in new fields such as: digital economy, circular economy, green economy, marine economy...

In the Draft Resolution submitted to the 1st Party Congress, term 2025-2030, Da Nang sets a general goal by 2030, strengthening the work of building and rectifying the Party and a clean and strong political system; digital government, smart city, modern administration; being a pioneering locality in developing science, technology, innovative startups and digital transformation... Vision by 2045, building Da Nang into an ecological and smart city, a free trade center, an international financial center, an industrial center, logistics, innovative startups and a livable, world-class tourist city in Asia.

In the 2025-2030 period, Da Nang city identified the development of science, technology, innovation, and digital transformation as the top important breakthrough and the main driving force for socio-economic development... Mr. Luong Nguyen Minh Triet, Secretary of the Da Nang City Party Committee, said: "Da Nang identified one of the three breakthrough tasks in the 2025-2030 term as "Developing science, technology, innovation, digital transformation associated with developing high-quality human resources to serve creation, development, and improve productivity, quality, and efficiency in all fields..."

Mr. Hoang Minh, Deputy Minister of Science and Technology, assessed that Da Nang was chosen to become a National Innovation Center, connecting and providing technological solutions as well as supporting technological services for the business community, people can quickly use the results, bringing scientific research results into life. "The Ministry of Science and Technology believes that, with high political determination and a solid foundation, Da Nang can completely become a national center for startups and innovation in the Central and Central Highlands regions, a bright spot of the whole country in the process of socio-economic development based on science, technology and innovation".

The achievements in the past term are a solid foundation for Da Nang to confidently enter a new phase, implementing the Resolution of the City Party Congress for the 2025-2030 term. With the aspirations and support of the Central Government, Da Nang is determined to affirm its position as a "National Center for Innovation, Creativity, High Technology and Startups".
