On the morning of July 5, the Vietnam Private Medical Practitioners Association held its 3rd Congress (term 2025-2030). At the congress, delegates made many contributions to building the association's activities to become stronger and become a support for private healthcare .

The program was attended by former Party Central Committee members: Uong Chu Luu, Vice Chairman of the National Assembly; Vu Trong Kim, Chairman of the Central Committee of the Vietnam Veterans Association, member of the Presidium of the Central Committee of the Vietnam Fatherland Front and member of the National Assembly's Judicial Committee; Dr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations. The program was attended by representatives of leaders and former leaders of the Ministry of Health , the Vietnam Medical Association, the Vietnam Union of Science and Technology Associations and representatives of professional associations.

The Vietnam Private Medical Practitioners Association is a professional social organization of doctors, bachelors, physicians, specialists, health care and protection staff who are Vietnamese citizens with professional qualifications working in the field of public health care in the private system with more than 20 thousand members. The activities of the Vietnam Private Medical Practitioners Association are under the state management of the Ministry of Health and the Ministry of Home Affairs .

Currently, the private healthcare sector is growing strongly, becoming one of the important pillars, contributing to reducing the burden on public healthcare and providing many healthcare service options for people.

However, Associate Professor, Dr. Doan Ngoc Hai, Chairman of the Board of the University of Public Health, said that many doctors who open private clinics do not have enough experience in management and operation, do not understand legal regulations, lack skills to handle professional risks, which can easily lead to violations, being punished, and even having their clinics closed. There are cases where partners and actual owners take advantage of them, directly affecting their professional reputation.

In particular, from 2025, the granting of practice certificates will be implemented centrally and uniformly through the National Medical Council, with stricter competency standards and monitoring processes. This places higher demands on the quality of practice, compliance with the law and responsibility of each individual practicing private medicine.

Therefore, Associate Professor, Dr. Doan Ngoc Hai believes that the Vietnam Private Medical Practice Association needs to truly become a reliable support for the practicing medical staff. The Association not only gathers members but must also be a “guide” and “shield” for doctors who are developing after-hours clinics, doctors who own clinics, or doctors who are responsible for professional matters.

Proposing to the new Executive Committee of the Association, Associate Professor, Dr. Doan Ngoc Hai said that the Association needs to build a network of legal support and clinic management consultants from the central to local levels.

In addition, the association expands the management practice training program, organizes specialized training courses: from legal regulations, inspection and examination, to skills in handling professional risks; proactively coordinates with the National Medical Council, Departments of Health, training institutions, creating a transparent chain: training-practice-practice-supervision-support.

At the congress program this morning, the 3rd Congress of the Vietnam Private Medical Practitioners Association summarized and evaluated the results of the 2nd term (2015-2025) and approved the main directions, tasks and action programs for the 3rd term (2025-2030).

Professor, Dr. Phan Van Tuong, former Director of the Institute for Training and Development of Health Management Staff (Vice President of the Association for the third term) said that in the coming term, the Association will continue to improve professional capacity and medical ethics through organizing at least 50 training courses and seminars; developing and implementing internal quality control programs.

In addition, establish a legal system to protect the rights of private medical practitioners, establish a Judicial Committee at the central level and move towards establishing Judicial Committees at provincial/municipal Associations to advise on protecting members; promote international cooperation.

To improve the association, during this term, the association will develop at least 20% of its members to be organizations (clinics, hospitals) that have achieved international quality certifications (for example: JCI, ISO... or 3 units ranked in the top 10 in quality assessment according to the standards of the Ministry of Health).

By 2031-2035, the association will establish or cooperate with specialized training institutions on management and operation of private healthcare facilities. Encourage and support scientific research topics related to private healthcare and public health; develop a comprehensive private healthcare network.

The Congress elected the Executive Committee of the 3rd term with 31 members. Dr. Nguyen Ba Thuy, former Deputy Minister of Health, was elected as Chairman of the Association for the 2025-2030 term; 6 Vice Chairmen include: Dr. Nguyen Quoc Truong, Vice Chairman and General Secretary of the Vietnam Private Medical Practitioners Association; Professor, Dr. Phan Van Tuong, former Director of the Institute for Training and Development of Health Management Staff; Dr. Hoang Tuyen, Chairman of the Board of Directors of TNH Hospital Group Joint Stock Company; Mr. Le Xuan Hoang, Chairman of the Board of Directors and General Director of the Saigon General Medical Examination and Treatment System; Specialist Doctor I Truong Van Quy, former Head of the Organization and Personnel Department of Vietnam Health Insurance; Dr. Phung Tuan Giang, Chairman of the Vietnam Institute of Traditional Medicine, Director of Tho Xuan Duong Pharmacy.

Dr. Nguyen Ba Thuy, former Deputy Minister of Health, expressed his honor and pride to be elected as President of the association. He said that he will work with the association to achieve the goals set out in the association's charter, protect members, and he hopes that advisors and members will join hands to build the association stronger and stronger, represent the interests of members, and improve the quality of private healthcare services.

On behalf of the Standing Committee of the National Assembly's Committee for People's Aspirations and Supervision, Dr. Nguyen Thi Nhi Ha, Vice Chairwoman of the National Assembly's Committee for People's Aspirations and Supervision, congratulated the success of the congress.

Ms. Ha said that over the past 18 years, the Vietnam Private Medical Practitioners Association has not been truly effective, not commensurate with the great potential and advantages of the private medical sector. The Association has not fully promoted its role as a common home for individuals and organizations practicing private medicine; the voices of its members have not been fully and uniformly gathered, leading to limited representation and protection of the legitimate rights of its members.

Therefore, Ms. Ha affirmed that the establishment of specific goals and practical solutions for the 2025-2030 term has shown that this is a clear and professional plan, demonstrating the determination and strategic vision of the Association.

“I believe that this is a solid foundation for the Vietnam Private Medical Practitioners Association to make a strong breakthrough in the coming time. As a National Assembly delegate, currently working at the National Assembly's Committee for Petitions and Supervision, I pledge to always accompany, listen to, and promptly convey the legitimate recommendations and aspirations of the Association and its members, so that the voice of the private medical sector is fully, objectively and honestly reflected in the National Assembly,” Ms. Ha affirmed.
