REMOTE AREA INFRASTRUCTURE IS PROMOTING
BPO - After 15 years of implementing the National Target Program on New Rural Development (NRD), Binh Phuoc's rural infrastructure has changed dramatically and improved comprehensively with many outstanding highlights. Despite the strong participation of the entire political system in the final stages, due to many different reasons, the NRD construction program in Binh Phuoc is still difficult to achieve the targets assigned by the Prime Minister for the period of 2021-2025.
The localities that have invested in building new rural areas in the later stages are all remote communes, especially difficult socio -economic areas with low starting points, so reaching the finish line on schedule is a difficult problem. However, learning from the experience of the previous stages, in recent years, the investment in building rural infrastructure has been carried out on a large scale and systematically, not only in terms of quality but also ensuring long-term and sustainable socio-economic development.
Clear road, airy sidewalk
Loc Phu, Loc Ninh district is a particularly difficult commune that has been invested in building a new rural area in 2023, but has not yet been recognized as meeting the standards due to school criteria. However, from many different investment sources with a total cost of more than 150 billion VND, after more than 2 years of implementing the new rural area building program, Loc Phu has now transformed strongly with increasingly impressive and modern rural infrastructure, creating many highlights and improvements.
The canal system combined with the internal road in Loc Phu commune, Loc Ninh district has been invested in and built to facilitate people's travel and increase rice productivity.
The first highlight is the vital traffic route connecting 4 remote residential areas, remote areas, and disadvantaged ethnic minority areas with the commune center. The route is more than 10km long, with a 7m wide asphalt surface combined with a drainage system on both sides of the road, each side is 1m wide with a ditch cover to ensure safety, with a total investment of more than 90 billion VND. This is an inter-village and inter-hamlet residential road considered the most spacious, modern and high-quality in Loc Ninh district. The completion and use of the road has realized the long-standing dream of hundreds of households here.
Mr. Giang Manh Ka in Tan Loi hamlet, Loc Phu commune shared: In previous years, people encountered many difficulties and hardships in transporting goods and traveling to the commune center because most of the roads were muddy in the rainy season and dusty in the dry season. However, since 2023, the Party and the State have paid attention to and created favorable conditions for the construction of open roads, making travel very convenient, shortening distances, creating opportunities for trade and economic development. According to Mr. Ka and many local people, the project is of high quality, synchronously constructed and the most beautiful in Loc Ninh district.
As a particularly difficult commune, along with the transportation system, Loc Phu has received attention for investment in the construction of many works and projects to serve people's lives, develop the economy, and improve people's living standards. In the two particularly difficult hamlets of Bu Nom and Bu Linh, most people work in agriculture , including about 30 hectares of rice land. However, in the past, due to lack of irrigation water, only one crop could be produced per year, making income difficult. To solve this problem, from the capital source of the national target program for socio-economic development in ethnic minority and mountainous areas, in 2024, Loc Phu was invested with nearly 10 billion VND to build 2.5km of canals, combined with irrigation dams and cement concrete roads in the fields. From there, not only does it regularly bring irrigation water back and forth between the two communes of Loc Quang and Loc Phu, but it also helps people have an intra-field road to travel and transport agricultural products conveniently.
Mr. Lam Tha May's family in Bu Linh hamlet has 0.8 hectares of rice land. Previously, due to the lack of internal roads and irrigation water sources, rice production encountered many difficulties. Mr. Lam Tha May said that before the road was formed, every time the harvest was brought home, the rice had to be carried across the entire field, which was very difficult and tiring. Along with that, due to the lack of irrigation water, depending on rainwater, productivity and output were low. However, from the end of 2024 until now, the Party and the State have paid attention to investing in building irrigation canals combined with internal roads to facilitate people, from traveling and transporting agricultural products to increasing productivity, increasing from 1 to 3 crops/year.
Tran Van Tien, Acting Chairman of Loc Phu Commune People's Committee, shared: Building an irrigation system to store surface water and at the same time bring water from Loc Quang Lake to irrigate the rice fields of 2 hamlets of ethnic minorities in the area, thereby increasing productivity and quality of rice. Along with many other public works and projects invested in, the lives of Loc Phu people have gradually improved and enhanced, the commune no longer has poor households, only a few households in difficulty and near-poor. The appearance of Loc Phu's countryside has changed and improved a lot.
Change "new clothes"
Learning from the experience of investing in small, narrow cement concrete roads that made it difficult for people to travel, especially when cars had to avoid each other, most rural roads are now being invested in new construction as well as upgraded to be 4m or wider, combined with corridors and drainage ditches.
Many bridges and culverts in Dang Ha commune have been invested in construction combined with key traffic routes to facilitate people's travel and trade of goods.
To reach the NTM finish line in 2024, the remote commune of Dang Ha has received investment from Bu Dang district to build 19.2km of cement concrete road under the motto of the State and the people working together; in which the State supports 80%, the people contribute 20%. The commune has completed 11km and put it into use, the remaining is being transferred for investment in 2025. In particular, the commune has received investment from the district People's Committee for cement concrete and asphalt on 6 main inter-village and inter-commune routes with a length of 17.5km, the road surface is 4-5.5m wide with a total cost of nearly 50 billion VND.

At the same time, many large bridges have also been completed. Of which, the bridge connecting Dang Ha with Dak Lua commune, Tan Phu district, Dong Nai province was built in 2024, with a cost of more than 8 billion VND. The bridge combined with the completed traffic route has facilitated people's travel, a lever to promote socio-economic development, especially trade of goods between the two provinces of Binh Phuoc and Dong Nai.
With more than 75% of households being ethnic minorities, most of the village cultural houses were previously stilt houses, cramped, making people's meetings difficult. From the NTM capital, 6 cultural houses in Dang Ha commune have been invested in upgrading and repairing with a total cost of 7 billion VND. Of which, village cultural house 2 was invested in building the most spacious and modern with a total cost of 1 billion 750 million VND. With a public land area of 2 sao and large investment resources, in addition to building a spacious hall, meeting the meeting needs of about 150 people, most of the area of the cultural house yard is concreted, creating conditions for people to participate in sports activities and cultural and artistic exchanges to improve their spiritual life.
The cultural house of village 2, Dang Ha commune, has been invested in and built spaciously and comfortably, creating favorable conditions for people to participate in meetings and practice sports to improve their health.
Dang Ha has 3 public schools, of which 2 are under the management of Bu Dang District People's Committee. Through many stages of investment and construction with a total cost of 82 billion VND, up to now, Dang Ha Primary School and Dang Ha Kindergarten have ensured the facilities of national standard schools. After 27 years of working in the education sector of Dang Ha commune, Mr. Phan Cong Hieu, Principal of Dang Ha Primary School, shared: In the early years when he came to Dang Ha to teach, it was extremely difficult and lacking. But over the years, the schools have been increasingly renewed and up to now, it can be affirmed that the system of facilities and equipment of schools in the area has been invested in and built systematically, meeting the prescribed standards. Thereby, improving the quality of comprehensive education, training students, the future owners of the country, meeting the long-standing expectations of parents and leaders at all levels.

“Dang Ha is the most difficult locality in Bu Dang district to invest in building a new rural area in 2024. With a low starting point, while more than 90% of households are engaged in agricultural economy, the rate of ethnic minority households and poor households is high, so reaching the new rural area in this remote commune is really a difficult problem. However, with the attention and investment of more than 200 billion VND, the participation of the entire political system, and the consensus of the people, Dang Ha has now reached the new rural area" - Chairman of Dang Ha Commune People's Committee Le Ba Dung expressed.
