At the Conference, delegates discussed, reviewed and voted to approve: Working regulations of the National Assembly Party Committee for the 2025-2030 term; Full-term working program and 2026 working program of the National Assembly Party Committee for the 2025-2030 term; Working regulations of the National Assembly Party Committee's Inspection Committee for the 2025-2030 term; Inspection and supervision program for the 2025-2030 term and 2026 of the National Assembly Party Committee.
Concluding the Conference, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man assessed that, in recent times, the working routine of Party committees at all levels under the National Assembly Party Committee has been consolidated, strengthened, substantiated and innovated; coordination between the National Assembly Standing Committee, the National Assembly leadership and the National Assembly Party Committee has been smoother; personnel work has been focused on with the requirement of substantive assessment; inspection work has been implemented in the right direction.
However, the Secretary of the National Assembly Party Committee pointed out that there are still a number of issues that need attention in the coming time, especially from now until the end of the year in the coordination mechanism; the innovation of leadership methods sometimes and in some cases has not kept up with the requirements; the training and fostering of cadres still lacks a strategic, long-term nature; and the quality of Party cell activities must be further improved.
Comrade Tran Thanh Man noted that the maintenance of discipline and order within the Party must be further strengthened. Each comrade has the responsibility to maintain solidarity within the Party; to maintain a steadfast political stance and be steadfast in any circumstances.
He requested that Party Committees under the National Assembly Party Committee continue to thoroughly grasp the documents of the 1st National Assembly Party Congress and the content of the speech of General Secretary To Lam at the Congress to effectively lead the implementation of the tasks of the National Assembly.
The Secretary of the National Assembly Party Committee proposed that after this conference, the Standing Committee of the National Assembly Party Committee, directly the Standing Deputy Secretary of the Party Committee and the specialized Deputy Secretaries, direct the Office of the Party Committee and the Inspection Committee of the National Assembly Party Committee to fully absorb opinions, complete documents for signing and promulgation, report to the Politburo, the Secretariat and send to grassroots Party organizations for serious implementation.
Secretary of the National Assembly Party Committee Tran Thanh Man emphasized that the motto of action must be proactive, resolute, effective, unified, disciplined, exemplary, substantive, transparent and public; the National Assembly must be professional, modern, promote democracy and the rule of law in perfecting institutions, exercising supreme supervision and deciding on important issues of the country.
The Secretary of the National Assembly Party Committee requested the Standing Committee of the National Assembly Party Committee to preside over and coordinate with the Party Committee of the Central Front and central mass organizations to direct the effective implementation of the Politburo's Directive and Conclusion on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

At the conference, the Secretary of the National Assembly Party Committee emphasized the need to continue promoting the study and following of President Ho Chi Minh's ideology, morality and style, in conjunction with fulfilling the responsibility of setting an example, strengthening criticism and self-criticism, resolutely preventing degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution, self-transformation" within the Party Committee; continuing to improve the quality of activities, innovating the leadership methods of Party Committees, closely following the functions and tasks of the National Assembly's activities.
The Secretary of the National Assembly Party Committee emphasized: The Standing Committee of the Party Committee and the Executive Committee of the National Assembly Party Committee proactively direct, urge, inspect, supervise, periodically report and promptly remove difficulties and obstacles; strongly arouse the spirit of "Solidarity, democracy, discipline, intelligence, creativity, development" in the Party Committee, contributing to building a truly clean and strong National Assembly, the embodiment of the great national unity bloc, the highest representative body of the people, the highest State power body.
Previously, the Secretary of the National Assembly Party Committee pointed out four very important contents that will guide the entire term, and are effective "operational tools" that will create clear and substantial changes in Party discipline and order in the entire National Assembly Party Committee .
Regarding the draft Working Regulations of the National Assembly Party Committee for the 2025-2030 term, it is emphasized that this is a fundamental document, the legal basis and operating principles of the entire term; the Secretary of the National Assembly Party Committee requested that delegates focus on in-depth discussions on: the mechanism of decentralization and delegation of power along with power control; the regime of personal responsibility associated with assigned authority. Another important requirement is to implement the principles and methods of handling the relationship between the leadership of the National Assembly Party Committee and the administrative management of the National Assembly Office and the National Assembly agencies; the process of party activities to ensure democracy, discipline, efficiency, and avoid formality.
