Consider removing the 40% rate of secondary school students entering vocational schools

According to Minister Nguyen Kim Son, the 40-60% ratio, meaning 40% of students after junior high school will go to vocational schools, the rest will go to high school, is a "very rigid" division, lacking scientific and practical basis. This content is included in Decision 522/2018 of the Prime Minister approving the project "Careereducation and orientation of student streaming in general education for the period 2018-2025". At the end of the 2018-2025 period, the Ministry is drafting a proposal for another decree to replace it.

According to the Minister, career guidance must be practical and voluntary to ensure that all students who wish to attend high school can attend. The Minister said that all countries are aiming for universal high school education and no longer use junior high school as the standard. Currently, the Ministry of Education and Training has proposed amending three laws, including the Law on Education, the Law on Vocational Education and the Law on Higher Education.

Accordingly, the Ministry aims for a synchronous and harmonious system of general education, vocational training and university education so that the internal division is voluntary, meeting the requirements of the new stage.
